Roles of COB Teams Registration of Insolvencies • Our Case Administration team is responsible for the registration of bankruptcies (resulting from creditor petitions) the registration of PTDs and Corporate Insolvencies. • On award of bankruptcy or protection of a trust deed, this information appears on the Register of insolvencies. • The register can be accessed free of charge and a commercial download facility is also available to subscribers.

Roles of COB Teams Awarding bankruptcy • The Debtor Applications Team has responsibility for the adjudication of debtor applications for bankruptcy. • The ongoing administration of LILA cases is also managed by the Debtor Applications Team. • On award of bankruptcy a proportion of LILA award cases are converted to full administration. In 2012/13 a total of 18% of LILA awards have been converted and will undergo a full administration. Bankruptcy administration • The Case Management Team is responsible for the administration of bankruptcies with a ceiling of 1000 cases retained. This total does not included LILA cases.

Roles of COB Teams Debt Arrangement Scheme • The DAS Team is responsible for making all DPP applications on behalf of Money Advisers in the public sector. • Maintenance of the DAS Register. • The application of the ‘Fair & Reasonable test’ on DAS applications, including revocation and variation requests. • DAS Review Board now in place set up to facilitate ongoing discussion of DAS issues across a broad stakeholder group. DAS Team Leader attends these meetings.

  7. Roles of COB Teams Supervisory Role • Where a private Trustee is responsible for the administration of a bankruptcy AiB has responsibility for the supervision of this process. • We audit and determine accounts where no commissioners have been elected. • From April 08 we took on PTD supervision leading to a significant increase in work particularly the annual Form 4 returns. Contract Operations • A proportion of cases are managed by providers through AiB’s contract for insolvency services. We are currently in the middle of tendering for the renewal of this contract.

  8. Independent Advice Pilot • AiB currently funds the provision of independent money advice through North Ayrshire Citizens Advice Service – Ian Brough. This allows callers to be provided with advice regarding their options. • Out of 209 customers who have received advice, 45% have entered into a product. • 46% of customers who were seeking advice on bankruptcy, entered bankruptcy. • 52% of customers who were seeking advice on DAS, entered into a Debt Payment Programme (DPP) • 50% of customers who were seeking advice on Trust Deeds, entered into a Trust Deed. • 61% of customers seeking general money advice, entered in to a voluntary payment plan, bankruptcy, DPP or Trust Deed.

  9. Service Modernisation • Service Modernisation • Use of SFTP (Secure File Transfer Protocol) for the transmission of documentation. This is a cheap and cost effective mechanism that can be used for PTD and other documentation. • Electronic trustee accounts workbook. Currently being piloted to facilitate a fast and accurate method of accounts submission.
