    1. CBRN Def Bn HQ and HQ support Company will be provided by the CZ as lead nation. The BN HQ will be located in Liberec ca. 100km NE of the CZ capital city Prague. Within the Bn HQ the CZ has identified 17 posts to be filled in by other nations for a 13 month period beginning in Dec 03. An official request has been distributed by the CZ through NMRs at SHAPE . Currently Spain and Italy have made offers of one officer. 6 Nations have made offers for the NBC JAT. 5 offers are for specific posts. 5 offers have still to be specified as to which position the offers are being made for. 5 posts are still vacant and were identified during the force generation conference for further consideration by nations. Hopefully the commitments made today will fill some of these shortfalls The deployable NBC Analytical Laboratory is fully manned with all capabilities required. One sampling team is still to be filled but this is not considered as a critical capability shortfall. Of the five NBC Defence companies (Multinational Key Response Unit, BIO Detection Company, Nuc/Chem Reconnaissance Company, Decontamination Company heavy and Decontamination Company Light), only the requirements for the NBC Decontamination company heavy have not been fulfilled, which means that the Bn is not able to provide Decontamination support in the quantity envisaged. However, this is not considered as a critical capability shortfall as the Decontamination Company light especially together with the Key Response Unit provide about 60-70% of the required decontamination capabilities. Once we receive the final commitments from nations the lead nation will make adjustments to the battalionCBRN Def Bn HQ and HQ support Company will be provided by the CZ as lead nation. The deployable NBC Analytical Laboratory is fully manned with all capabilities required. One NBC EOD team is still to be filled but this is not considered as a critical capability shortfall. We are somewhat concerned that the BW detection capability is limited for NRF 4, but all along we have known that this is a scarce capability within the Alliance and will look for other ways to provide BW defense. The missing decontamination and NUC/CHEM Reconnaissance platoons can be fulfilled to 100% by the Key Response Unit. Again there is a need for some fine tuning. Enough said on the Force Generation Conference – although I would point out we are still looking for lead nations for NRF 5 & 6 (SP/UK?) We are somewhat concerned that the BW detection capability is limited for NRF 4, but all along we have known that this is a scarce capability within the Alliance and will look for other ways to provide BW defense.
