2. INTRODUCTIONTO NAVSEA TRAINING KITS NAVSEA has developed and authorized standardized shipboard training aids to support the new Damage Control Plotting Symbology in NSTM 079, Volume 2. NAVSEA has developed a total of six flag training kits. Collectively 41 types of damage or casualties are represented. The six kits consist of the Fire Kit, the Damage Control Kit, the Main Space Kit, the Damage Control 2 Kit, the Structural Kit and the CBR-D Small deck or the CBR-D Kit Large deck. The Fire, Damage Control and Main Space kits have been in u Note: This users guide is intended as a general instruction for the use of NAVSEA issued training flags. It is not intended to as a scenario package replacing CNSF or CNAF scenarios or drill packages.

This guide is only intended to assist the ships Damage Control Training Team in the integration of Damage Control Training kit props into existing damage control scenarios. The General Goals of the Damage Control Casualty Flag Training Set • Introduce new Damage Control symbology • Standardize DC training props throughout the fleet • Reduce workload on DCTT by reducing the time spent: Planning and setting up drills Training and retraining the crew on the meaning and purpose of each training prop Developing own props and relearning training props command to command Train crewmembers on system color-coding and future Advanced Damage Control Software Systems Symbology Reduce verbal disclosure.

5. The Chemical, Biological and Radiological Kit THE CBRD KIT The CBRD flag kit contains flags that represent the casualties in the DCRS monitor kit. It comes in two sizes the large deck kit which contains two each chemical, biological, radiological and un-exploded ordnance. The small deck kit which contains one of each type of the flags. All the training icons within the kits are designed to interact and play upon each other. The use of combinations of damage forces the repair party and its leaders to think on multiple levels when fighting damage and to set priorities.

8. CONCEPT OF OPERATION All training flag have the same general concept of operations of dividing the casualty into 3 phases. Phase One: Report it (Size it up) Phase Two: Engaged (Fight it) Phase Three: No (Monitor it)

9. Phase One: Report it (Size it up) The training flag is used alone or in combination with other props to disclose the casualty: • During this phase the DCTT evaluates the emergency teams initial assessment of the casualty. Once the DCTT has observed enough actions it can move onto the next phase.

10. Phase Two: Engaged (Fight it) • The training flag is used alone or in combination with other props to disclose the Engaged phase of the casualty: • During this phase the DCTT evaluates the emergency teams actions to fight the casualty. Once the DCTT has observed enough actions it can move onto the next phase.

11. Phase Three: No (Monitor it) • The training flag is used alone or in combination with other props to disclose the No phase of the casualty: • During this phase the DCTT evaluates the emergency teams actions to monitor the casualty. Once the DCTT has observed enough actions it can move onto the next phase.

12. BASIC FIRE DRILL PROP USE Type of Ruptured Firemain Complexity: Basic 1 DCTT member required. Props Required: • Ruptured Firemain Optional: • Sounds of Damage

13. PROCEDURE FOR SET UP • Set up time with flags only zero minutes. • IAW with an approve drill plan stand firemain piping system planned for training on. • Utilized Casualty check lists for ruptured firemain. • Utilize RFM-DCTT1-030108 for Ruptured firemain

15. ENGAGED PHASE • Follow all the steps outlined in RFM-DCTT1-030108 for ruptured firemain of the flag users guide for the Engaged phase. • Observe enough actions to properly assess ships forces actions. Then shift all flags to the No phase and secure other props in the following order: • Flip Ruptured Firemain flag to No NO PHASE • Follow all the steps outlined in RFM-DCTT1-030108 for ruptured firemain of the flag users guide for the No phase. • Observe enough actions to properly assess ships forces action and secure drill, debrief ships force.

16. COMPLEX FIRE DRILL PROP USE Type of Drill: Class Brave Fire Complexity: Complex 5 DCTT members required. Props Required: • Class Bravo fire flag (2) • Black Smoke flag (2) • Ruptured FO flag Optional: • Sounds of Damage • Smoke Machine • Amber Strobe Light

17. PROCEDURE FOR SET UP • Set up time with flags only zero minutes. With Amber strobe light alone zero minutes. With sounds of damage, smoke machine and strobe light five minutes. • IAW with an approve drill plan a DCTT member stands by the space with a Ruptured FO flg • IAW with an approve drill plan a second and third DCTT member stands by the space upper and lower levels with class Bravo fire flags. • IAW with an approve drill plan a forth and fifth DCTT member stands by the space upper and lower levels with Black smoke fire flags. • Utilized Casualty check lists for Black smoke, class Bravo fire, and Ruptured FO. • Utilize FCB-DCTT1-030108 for the class Bravo fire SB-DCTT1-030108 for Black smoke, RFO-DCTT1-030108 for flag use procedures.

18. INITIATING DRILL • Initiate the drill by displaying the Rupture FO Reported flag. A ruptured pipe sound track can be played from The Sounds of Damage to attract a crew members attention. • An approved drill plan should be followed for flashing the rupture to a fire on the lower level and driving crew members to the upper level with fire and smoke. • Once the crew has responded smoke machines and sounds of damage to increase training effectiveness. REPORTED PHASE • Follow all the steps outlined in of the flag users guide for the Reported phase of FCB-DCTT1-030108 for the class Bravo fire SB-DCTT1-030108 for Black smoke, RFO-DCTT1-030108 for flag use procedures • Observe enough actions to properly assess ships forces action shift all flags to the Engaged phase and other props in the following order: • Flip Ruptured FO flag to Engage. • Flip Bravo Fire flags to Engaged • Flip Black Smoke flags to Engaged

ENGAGED PHASE • Follow all the steps outlined in of the flag users guide for the Engaged phase of FCB-DCTT1-030108 for the class Bravo fire SB-DCTT1-030108 for Black smoke, RFO-DCTT1-030108 for flag use procedures. • Observe enough actions to properly assess ships forces action shift all flags to the No phase and other props in the following order: • Flip Ruptured FO flag to No. • Flip Bravo Fire flags to No. • Flip Black Smoke flags to No. NO PHASE • Follow all the steps outlined in of the flag users guide for the No phase of FCB-DCTT1-030108 for the class Bravo fire SB-DCTT1-030108 for Black smoke, RFO-DCTT1-030108 for flag use procedures. • Observe enough actions to properly assess ships forces action and secure drill, debrief ships force.

21. Reported = (Size It Up) No = (Monitor It) Engaged = (Fight It) DCTT FLAG PROCEDURE RADIATION HAZARD RAD-DCTT1-030108 SIZE IT UP Casualty initial reports, assessment, evaluation and information. What do I have? FIGHT IT Casualty engagement, What am I doing to make progress MONITOR IT The fight is complete, No further spread, Clean it up 1.Flip the flag to NO symbol the trainee(s) are now MONITORING/cleaning up the casualty. 2. Observe the trainee(s) from 5 to 10 minutes to “monitor” the contaminated area. 3. Record all the actions of the trainee(s) including the reports, methods of overhaul, PPE, tactics and organization. 4. It is not necessary for the trainee to complete all the actions in the RAD check list prior to to completing the exercise. Once the trainee has completed or missed enough steps to judge his or her proficiency secure and debrief the trainee(s). 5. Conduct an on station debrief immediately to provide trainees (s) feed back and correct errors . 1. Hang the flag by the straps provided with the REPORTED ICON displayed in front. 2. The RAD flag grease pencil to indicate a contamination level of the monitors radiac. 3. The RAD flag is primarily going to used to train monitor teams. Monitor teams should isolate the RAD flag. 4. Observe the trainee from 3 to 5 minutes to “size up” the contamination. 5. Record all the actions of the trainee including the time it takes the trainee to discover and report the casualty. 6. It is not necessary for the trainee to complete all the actions in the RAD check list prior to to shifting the flag to the ENGAGED phase of the casualty. Once the trainee has completed or missed enough steps to judge his or her proficiency move to the ENGAGED phase. 1. Flip the flag to ENGAGED symbol the trainee(s) are now actively ENGAGING/ fighting the casualty. 2. Observe the trainee(s) from 10 to 20 minutes to “fight” the casualty. 3. Record all the actions of the trainee(s) including the reports, type of repair, PPE, tactics and organization. 4. It is not necessary for the trainee to complete all the actions in the RAD check list prior to to shifting the flag to the NO phase of the casualty. Once the trainee has completed or missed enough steps to judge his or her proficiency move to the NO phase.

22. SIZE IT UP Casualty initial reports, assessment, evaluation and information. What do I have? Reported = (Size It Up) Hang the flag by the straps provided with the REPORTED ICON displayed in front.

23. FIGHT IT Casualty engagement, What am I doing to make progress Engaged = (Fight It) Flip the flag to ENGAGED symbol. The trainee(s) are now actively ENGAGING/fighting the casualty.

24. MONITOR IT The fight is complete, No further spread, Clean it up No = (Monitor It) Flip the flag to NO symbol. The trainee(s) are now MONITORING/cleaning up the casualty.
