New UA Fleet Safety Policy Key Provisions • Assignment of Responsibilities • Minimum Driver Qualifications • Driver Registration and Database • MVR Review and Acceptance Criteria • Driver Training – Initial and Refresher • HOV Training to include classroom session and behind-the-wheel proficiency road test • Vehicle Accident Review Committee • Vehicle Inspection and Maintenance

Driver Qualifications • Arizona License (unless non-resident student) • 18 years old and licensed for 2 years • HOV drivers: 19 years old and licensed 3 years • Acceptable driving record (MVR review) • Completion of applicable driver safety training • Evidence of liability insurance for personal vehicles

  3. Each driver's motor vehicle record (MVR) is evaluated using a point system as outlined below. Moving Violation = 3 points Preventable Accident = 4 points* * Points accrued on separate incidents. A preventable accident that includes a moving violation for the same incident will be counted as 4 points. ** Preventability determined by Vehicle Accident Review Committee

  6. Maricopa Community College • March 29, 1996 • 13 members of MCC baseball team plus coach traveling to a game • Right front tire failed • Driver and one passenger killed, four critically injured

Arizona State University,Tempe, Arizona • February 1998 • Short field trip - Two 15 passenger vans • Second van driver lost control at missed exit, van rolled several times • One fatality, one quadriplegic, six others injured • Total value of loss in excess of five million dollars • Incident led to rule changes for all state agencies

  8. Prairie View A&M University, Texas • February 10, 2000 • Men’s Track Team • Van crashed and rolled over • En route to a meet in Arkansas • Student driver • Speeding towards stopped car • Swerved to avoid collision • Four killed, six Injured

University of Arizona,Tucson, Arizona • September 16, 1998 • UA pickup towing flatbed on I-10 at 75 mph • Left front tire blew, pickup swerved across median into a head-on collision • Other driver severely injured • No maintenance records or driver training • JVR indicated probable award of $1-2 million • Claim settled – no jury trial
