  3. FLREA OBJECTIVE Using the recreation programs in the field, ORPs will apply the provisions of FLREA to establish and change fees based on guidance in BLM Manual H-2930 and Policy and Guidance provided in Instruction Memorandum No. 2005-063, 2007-028

  8. Field Office Expenditures • Retain 100% • 85% for recreation related items • Backlogged repair, maintenance, enhancement projects • Interpretation, visitor info/services, and signs • Habitat restoration • Law Enforcement • Direct Costs

  9. Administration, Overhead and Indirect Costs • 15% for administration, overhead, and indirect costs • Budget development and program planning • Administrative support • Public notification and information

  10. Limitation on Use of Fees • Biological monitoring of species under the ESA • Implementing NEPA requirements for species under the ESA • NEPA required clearances and inventory for event or project • for recreation-related projects • Paying for employees awards and bonuses

  11. State and National Expenditures • To reduce recreation deferred maintenance • Recreation projects • Funding recreation enhancements through volunteer projects and CCS • Limited State and National fee program administration
