  2. Understanding of Innovation Systems Sustainability can be defined as the capacity of a society to successfully respond to change. A well-functioning innovation system is the key to success, and the generation of new technologies is an essential part of it. Other processes such as technology transfer and the adjustment of the institutional frame are equally important. From a systems perspective producers, donors, politicians, consumers, scientists and extension workers are as much beneficiaries as they are contributors. They are simply collaborators in an innovation system. The isolation of stakeholder groups, the supply orientation and the lack of inter-institutional exchange and collaboration are major causes for the poor performance of the present agricultural and pastoral innovation systems in Sub-Saharan Africa (SSA).

About voucher services Definition of a voucher service Voucher services are a way to organise several subsequent tasks in a work-flow towards a specific output, which may require the involvement of various actors from different organisations. [Purpose | Outputs | Workflow (list of tasks) | Requesting party | Responding party | Forms | Performance Indicators | Expected Outcomes & Benefits] Definition of a tasks Each task includes one or several activities that are carried out by a single actor without having to interact with another. The result of a task is a deliverable that has clear criteria for verification. [Deliverable | Instructions | Required Qualification of agent | Rules and Regulations | Expenses and Costs | Maximum Duration | Criteria of Verification] The RUN system for documentation, monitoring progress and controlling of services Work-flows are used to define voucher services in the RUN System. All information and data are systematically documented on the RUN system. The accounting module of RUN allows detailed monitoring of progress on a daily basis and transparent management of funds.

NOVEMBER 22, 2010 - We know it works ! • In a period of 14 months the team in Uganda: • trained 14 field agents and 7 local data entry agentsfor 10,000 € • delivered 550 Q&A services to farmers in 14 counties in 7 districts and shared all information on the Internet www.runetwork.org for 30,000 € • established 28 local archives where all farmers consult Q&A for 10,000 € • produced and broadcasted 24 radio programs in four local languages for 15,000 € • Total: 65,000 € DECEMBER 07, 2011 - We know it pays off! • Impact study with 350 participating farmers • The average additional income in the subsequent season was 33 € • On average each farmer shared the answer with 3.1 neighbors. • On average farmers consult the local archive 1.3 times per month • On average farmers are willing to contribute 0.55 € per year
