  1. Strategy 5 Strengthening of Institutional and Legal Frameworks

  2. Support for Strategy 5 is provided by a number of development partners, including ADB CARE(AusAID/USCDC) PACOM UNRC USCDC/USAID USG WB and WHO. This strategy supports strengthening the function of the National Communicable Disease Control Committee through a variety of activities, developing a national stockpile of essential supplies, developing financial and legal frameworks and the NEIDCO program management.

  3. Activities undertaken since the January 2010 have included support by a verity of donors not only for participation of various Government official at Regional and International conferences but also host of activities in response to the Pandemic Preparedness Hotline 166 The World Bank continues the financing of personnel manning the hotline 166 (previously financed by CARE Laos). Pandemic Preparedness Plan (PPP) Pandemic Preparedness Plan has been assessed to all provinces WHO (through support provided by USAID and USCDC)has provided financed on number of activities describing Risk Communication During SEA Games which were hosted by Lao PDR, the Government had carry out an actual simulation of a number of aspects of Pandemic Plan.

  4. Pandemic Vaccine H1N1 Vaccine has been supplied to Lao PDR in the amount of 1,000,000 does, supported by WHO, with financing from, among others, USCDC and Australia. The Vaccine campaign has shown excellent result since vaccine has been utilized in-country mechanisms which result from good communication campaign and strong coordination and support from partners. Business Continuity Plans (BCPs) It has been proved by International that Business Continuity Plans (BCPs) has pay important role as well as PPPs. They are not big poles apart The first BCP workshop for all the ministry focal points has been conducted to introduce a template that the ministries can use to start BCP It was expected that once the Prime Minister’s Office issues directives to the selected ministries, the consultant will work with line ministries to develop the BCP template Website Currently NEIDCO’s website has assessable through webpage. However, the information in some part still in completed which need the contribution/ information sharing from partners.

Provincial Communicable Disease Committee (PCDC) meeting 4 - regional PCDC meeting has been conducted, the result of meeting will bring to Agenda of National Communicable Disease Committee (NCDC) Meeting Capacity Building World Bank has finance verities government official for attending Master degree overseas as well as in country. Candidates has completed course and came back to fill in position as needed, we learn as “GOOD PRACTICE” Department of Personal has plan for capacity building. However, there is unclear that project could finance for whole course due to time of ending project before course completed.

  6. NEXT STEPS • Strategy 5 to organize relevant workshops and seminars to gather information on each Strategy’s “next steps” • These workshops to be organized within the Government and International partners to take into consideration the concept of “One-Health Approached” • All the ideas are summarized and presented to the Minister to the Prime Ministers’ Office to be incorporated into the new “5-Year National Plan” • There needs to be workshops organized to effectively formulate the 2011 – 2015 National Work Plan upon the approval from the PMO Office • There is a need to have a Technical Assistance (TA) in place to assist in developing the National Plan • The internal deadline to come up with the draft 2011 – 2015 National Plan is by December 2010.
