  3. Project Description LET THE TRAIN TAKE YOU THERE… • 70-mile corridor • Service from Cloverdale to Larkspur • 14 stations • Parallel Bicycle/Pedestrian Pathway • 9 Shuttle routes

  4. Proposed Train Schedule LET THE TRAIN TAKE YOU THERE… • 28 train runs per day, north and south • Frequency: every 30 minutes during peak times • Weekend service: 4 round-trips each Saturday and Sunday

  7. 2008 Results LET THE TRAIN TAKE YOU THERE… • Agency emphasized outreach and education • More time to tell our story to the public (2006 EIR) • Business/Environmentalists/Cyclists joined forces • Campaign focused on direct mail • Congestion, gas prices peaked • Aggressive response to misinformation • Campaign outspent opposition about 6-1 Ballot measure succeeded with 69.6% support

Project Status LET THE TRAIN TAKE YOU THERE… • 30% Engineering is completed • CEQA Clearance: In place (FEIR, FSEIR) • NEPA Clearance: Initiated • Program Management Team: In place • Funding: Sales Tax Revenues Collection April 2009, first funds available July 2009 • Annual Sales Tax Revenues: approximately $42 million

REGULATORY REQUIREMENTS LET THE TRAIN TAKE YOU THERE… • Federal Railroad Administration will be SMART’s Regulator • The SMART application requires either FRA-compliant or alternate-compliant vehicles; however, alternate compliance requires temporal separation • The FTA requires Buy America compliance if Federal funds are used • The EPA requires Tier 4 diesel engines, unless TPEM exemptions are employed

RECOMMENDATION LET THE TRAIN TAKE YOU THERE… Staff recommends FRA-compliant technology for the following reasons: • FRA-compliant technology erases all regulatory concerns, improving the likelihood of achieving project implementation • FRA-compliant technology is more consistent with the pledge to reduce harmful emissions quoted in the EIR documents • FRA-compliant technology offers less risk than alternate-compliance technology provided under TPEM program auspices
