We can publicly audit electronically-counted elections • By establishing a clear connection between the tally and the voter-verified ballots • Choose ballots at random and manually evaluate the vote • Look at enough ballots for high confidence • All of CB’s previous audits have been of this kind • Machines can play an important role in efficient detection of some errors

Recommendation: Appoint an expert advisory board to • shortlist three approaches for a pilot study • help you carry out the pilot in Spring next year • evaluate the results of the study using your objectives and constraints • advise you on the audit to use • train your staff on the audit Other states (Colorado, California) have done so
