Sustainable rural development in Europe - challenge or dream? - Principles to be included for EURONATUR conference in Bonn 16-20th June 2007, by Daniel Lešinský CEPTA - Centre for Sustainable Alternatives
What do we need for sustainable rural development in Europe? 0. Definition of sustainable rural development for the Europe (principles – indicators, monitoring, evaluation scheme) 1. Localization (L): Local /regional production-consumption schemes (Natur pur, ...) 2. Complex quality (CQ) of product and production, + same validity and requests for any import (WTO) 3. Education, advisory and information system (EAIs) Sustainable RD in EU – challenge or dream? Daniel Lešinský, CEPTA
Definition of sustainable rural development for the EU (principles –> indicators -> monitoring -> evaluation scheme = sus. development) • Public goods/interests NO private profit (services improving / keeping the quality of w., d., land.,... + PP) • Improving or NO additional pollution = 0 residues of agrochemicals (water, air, soil, food, ecosystems - organisms) • Improving or NO health, welfare & nature damages (diversity, eco-stability...) • Improving or NO decrease in (long-time) employment and it´s quality • Improving self-sufficiency of the region (needs//offer) Sustainable RD in EU – challenge or dream? Daniel Lešinský, CEPTA
Localization - Promoting the sustainable local/regional productionconsumption systems as a main objective of RD - Employment or the production based on needs of the region = long time perspective - Cutting food-miles, CO2 balance, global responsibility (no damage of nature abroad...) - Quality (CQ) instead of quantity - Traceability and credibility – we know producer, producer know consumers, community approach with addressed feedback (incl. schools, hospitals,...) - Flexibility to face local/regional problems and changes Sustainable RD in EU – challenge or dream? Daniel Lešinský, CEPTA
Complex quality (CQ) of product and production, + the same validity and requests for any import • CQ = hygienic/technical quality (we have only now as compulsory criteria); eco/environmental quality (voluntary – ISO 14 000, OF...), social qualtity (FT...) • Label / trade mark – public awareness, PR campaign • as minimal standard for any EU subsidy (gradually... 2013?) • - Global fairness and protection of EU agriculture – the same request on any import (products & production). WTO – liberal market based on internalization of all enviro/socio... externalities in pricing. Sustainable RD in EU – challenge or dream? Daniel Lešinský, CEPTA
Education, advisory and information system (EAIs) - Education = meeting, sharing, understanding (farmers, foresters, fishers are motivated; different methods) - Independent advisory system promoting sustainable agriculture as a two-ways bridge between the research, policy and practice - On-line Information system – open, accessible, interactive and easy to understand Sustainable RD in EU – challenge or dream?
