  4. Education Bill • The Education Bill seeks to implement proposals set out in the White Paper “The Importance of Teaching” • Currently in House of Lord Committee. Subject to Royal Assent the new Act will be in force January/February • Extensive changes across the law relating to education, all swept up into one Bill • Amendments to current legislation will re-define the relationship between central government, LAs and schools

Education Bill • Ends the duty for schools to co-operate with LAs in making arrangements to improve children’s wellbeing: schools to decide for themselves • Enables the Secretary of State to issue directed revisions to LA schemes for financing schools • Introduces a presumption that when local authorities set up new schools they will be Academies • Increases the Secretary of State’s ability to make land available for free schools

Education Bill • Gives the Secretary of State power to close schools which are eligible for intervention, rather than only those in special measures • Gives the Secretary of State power to direct an LA to issue a warning to a school on grounds of performance or safety concerns • Ends the requirement for LAs to appoint a SIP in each school

Education Bill • Changes to the Ofsted Inspections Framework for schools so • that inspectors will report on: • The achievement of pupils at the school • The quality of teaching in the school • The quality of leadership in and management of the school • The behaviour and safety of pupils at the school

Education Bill • Requires schools to secure independent and impartial careers guidance for pupils from the age of 14 • Repeals the duty on local authorities, schools and governing bodies to secure access to the diploma entitlement for 16 to 18 year olds and pupils in KS4. • Extends the power of staff to search pupils without their consent

Education Bill • Allows nursery schools to charge for early years provision that is not funded by the LA • Stops parents complaining about schools to the local commissioner • Review panels can recommend that a school reconsiders an exclusion, but it does not have the power to reinstate a pupil

  10. Education Bill • Legislates for the abolition of: • General Teaching Council for England (GTCE) • Training and Development Agency (TDA) • Support Staff Negotiating Body (SSNB) • Qualifications Curriculum Development Agency (QCDA) • Young People’s Learning Agency for England (YPLA)

  14. Where Are We? • Largest budget deficit in peacetime • Spend £44bn on interest on the national debt • Spend more on interest than on primary education • Eliminate deficit by 2014

  15. How? • Reduce expenditure/increase income • So: • Increase in VAT • Reduced spending on all Government departments except Education and Health • But: • Health efficiency savings required £20bn

National Education • To rise by 0.1% a year but efficiency needed of £1bn • Redistribution HE and FE down • Schools have seen a flat year but DFC down by 77% and Pupil Premium introduced • Primary in Wythenshawe gains £110,000 • loses £35,000 • Primary in Chorlton gains £16,000 • loses £35,000 • Capital available

  17. Manchester Effect • GMP 20% cuts £134M = 3,000 posts • GM Fire 20% £23M = 340 posts • MCC this year £109M then £61M 25% = 2,000 posts • Effect is similar in ‘like’ authorities but not as bad elsewhere • Manchester is 5th most deprived LA with 3rd largest reduction

  18. Manchester School • National Funding Formula • Pupil Premium • Early Years funding change Sept 2012 • Average Primary School is a £1.5m turnover business with 75% spent on permanent staff

  19. Early Years • Manchester funded FT provision • Can only fund PT provision September 2012 • Charge if client group exists and can pay • Reduce costs by reduced staffing

  20. Pupil Premium • £625M in 2011/12 and will rise to £2.5bn by 2014 • Will double next year but who will pay? • The factor may change!!! • FSM entitlement to ‘ever’ entitlement • Don’t forget to TAG IT!! • Logic is same for Surrey as it is for Manchester

  21. Consultation • Closing date is 11 October • 2nd of 3 Consultations • Government says • ‘too complicated’ • ‘not transparent’ • ‘too many factors’ • ‘too many anomalies’ • ‘two similar schools massive £ differences’

  22. Principles • Funding away from area to the child (see PP) • A deprived child is the same in Leamington Spa as Newcastle, has the same needs and earns the same resource based on FSM • No factor is sacrosanct even infant class size • Easier for parents and Governors to understand • Logical, clear and uniform over boundaries

  23. Manchester • Area of deprivation • Well funded with MCC as an education priority gives us today’s relatively high DSG • Schools Forum works and is valued • Formula has responded to concerns of Manchester schools and stakeholders
