HOW WE OPENED OUR DOORS FOR CITIZENS PARTICIPATION • 1.Bottom up Budgeting • 609 LGUs collaborated with CSOs in formulating their Local Poverty Reduction Plan and identification of local development projects • 2. CSO-People Partnership Program • 417 LGUs have CSO partners in various government service delivery and program implementation • 3. Vigilance to Volunteerism • CSO mapping- detailed database and mapping of CSOs working with LGUs • Strengthening of Local Special Bodies–capacitated LSBs to allow greater CSO participation in governance

  6. HOW WE OPENED OUR DOORS FOR CITIZENS PARTICIPATION 4. FULL DISCLOSURE POLICY This gave the public the opportunity to know where and how local government resources are utilized • 5. Support to Informal Settler Families • 817 LGUs have Local Housing Boards • Engagement with urban poor and other groups 6. Citizen’s Satisfaction Index System (CSIS) Designed to collect and generate relevant citizens’ feedback on local governments’ service delivery performance and on the citizens’ general satisfaction

THE DEEPER CHALLENGE: DEEPENING CITIZEN PARTICIPATION IN THE FIGHT AGAINST CORRUPTION • Full Disclosure Policy • CSOs should help in analyzing disclosed information and in their utilization for LG development initiatives • CSOs should offer avenues to discuss disclosed information • Performance Challenge Fund • CSOs should help in monitoring completion of PCF-funded projects • CSOs should help ensure there are no ghost projects

THE DEEPER CHALLENGE: DEEPENING CITIZEN PARTICIPATION IN THE FIGHT AGAINST CORRUPTION • Making LGUs competitive and business-friendly • Private sector has the necessary expertise to make LGUs competitive • CSOs and POs avidly push LGUs to streamline their processes and systems and monitor their sustained application • Building a nation of integrity to effectively respond to corruption • Providing platform for sharing best practices and experience where membership is: • through invitation • through expression of interest • open to anyone
