The Central Electricity Regulatory Commission has directed utilities to explain why Section 142 of the Electricity Act should not be invoked for failing to open LCs as per regulations. Notably, various utilities including Kudamkulam, Meenakshi, Simhapuri, and Tamilnadu face scrutiny. While Tamilnadu partially complied, Simhapuri and Meenakshi opened LCs for specified amounts.

Opening of LC for UI default CERC in their order on Petition No.172/Suo-motu/2012 dt.27.07.2012 has directed the following utilities to show cause by 14.09.12 why Section 142 of Electricity Act 2003 should not be taken against them for not opening LC as per clause 10.4 of UI regulation KudamkulamRs.62 Lakhs MeenakshiRs.7 Lakhs Simhapuri Rs.9.18 Lakhs Tamilnadu Rs.27.84Cr ( TN opened LC for Rs.5Cr only in lieu of Rs.32.84Crs) Meanwhile Simhapuri (SEPL) and Meenakshi(MEPL) opened LC for Rs.9.18Lakhs and Rs.7Lakhs respectively.
