  2. Performance Plan FY05?? FY06?? Targets Objectives Unit Plan Measures Vital Few Strategic Plan

  3. Strategic Planning Process Strategic plan Performance plan, Performance budget and Vital Few (VF) Unit plan Individual performance objectives

  4. Anticipated Results Focus: Achieve DOT and FHWA strategic objectives • DOT and FHWA Strategic Plans • Strategic objectives and outcomes • FHWA’s Performance Plans • National performance objectives and measures • National strategies • Vital Few (VF) • Unit Performance Plans • Objectives and measures support the national performance objectives and measures • Some activities align with national strategies

  5. DOT Safety Mobility Global Connectivity Environmental Stewardship Security Organizational Excellence FHWA Safety Mobility and Productivity Global Connectivity Environment National Homeland Security Organizational Excellence Strategic Goals

  6. DOT Environmental Stewardship Strategic Objective Promote transportation solutions that enhance communities and protect the natural and built environment

  7. DOT Environmental Stewardship Outcomes • Reduced pollution and other adverse environmental effects of transportation and transportation facilities. • Streamlined environmental review of transportation infrastructure projects.

  8. FHWA’s Commitment to the EnvironmentA Strategic Approach Safety Environment National Security Economic Productivity Mobility VitalFewGoals Safety Congestion Mitigation Environmental Stewardship & Streamlining Individual Performance Agreements

  9. VF: Environmental Stewardship & Environmental Streamlining • Demonstrated Environmental Stewardship through Exemplary Ecosystem Initiatives • Quality of the Decisionmaking Process • Timeliness of the Environmental Review Process

  10. FHWA Strategic Objective -Ecosystems Promote transportation solutions that enhance/protect ecosystems and sustain ecosystem viability (VF) National Performance Objectives Support and showcase new exemplary ecosystem (EE) initiatives in the FA and/or FLHP programs (VF). Replace the area of wetlands impacted by FA and FLHP projects at a ratio of at least 1.5 acres of mitigation for every acre of loss on a program-wide basis. • National Performance Measures/ Targets • Number of exemplary ecosystem initiatives (2005 target is 7 new initiatives) • Total area of wetlands impacted by Federal-aid funded projects (2005 target is to exceed 1.5 acres recovered for every acre of loss.

  11. CURRENTLY DESIGNATED EXEMPLARY FY02 and FY 03ECOSYSTEM INITIATIVES

  12. EXEMPLARY ECOSYSTEM INITIATIVES FY 2004

  13. POSSIBLE EXEMPLARY ECOSYSTEM INITIATIVE LOCATIONS IN FY 2005

  14. Wetland Replacements Accomplishment: Since 1996, transportation projects have provided a net gain of over 22,000 acres of wetlands on a program-wide basis.

  15. Target Ratio

  16. FHWA Strategic Objective -Air Quality Reduce motor vehicle emissions and maintain high level of compliance with transportation conformity National Performance Objectives Reduce on-road mobile source emissions Assist nonattainment and maintenance areas to meet Motor Vehicle Emission Budget (MVEB). • National Performane Measures/Targets • - Annual mobile source emissions (2005 target is to 59.4 million tons) • Meet SIP MVEB (2005 targets are 98% of ozone, 96% of carbon monoxide, and 86% of particulate matter non-attainment and maintenance areas.) • Number of conformity lapse areas (2005 target is, on average, to maintain at or below 6 conformity lapses)

  17. On-Road Mobile Source Emissions (1990-2000)

  18. Fiscal Year (as of July 1) Percent of Nonattainment & Maintenance Areas Meeting Emission Goals Ozone CO PM-10 1997 98.0 96.2 86.4 1998 90.3 96.4 96.0 1999* 93.0 96.2 100 2000 97.8 95.7 100 2001 97.0 100 94.4 2002 98.0 100 96.3 2003 96.7 92.4 93.5 Percent of Areas Meeting On-Road Mobile Source Emissions Budgets(FY 1997-2003) 96.0 Target 98.0 86.0 * Data is incomplete for 1999; only 40 States provided information.

  19. AIR QUALITY HAS IMPROVED! • Emissions and concentrations have decreased across the board. • On-road sources have accounted for most of the emissions reductions. From ’80-’01, on-road reductions of VOC and NOx were 68% and 69% of total reductions, respectively. • Significant emissions reductions are expected in the future. By 2030, VOCs and NOx will be reduced 57% and 83%, respectively.

  20. Percent Decrease in Concentration of Criteria Pollutants

  22. FHWA Strategic Objective -Environmental Streamlining Improve planning and environmental processes to achieve better results and timeliness. National Performance Objectives Increase the number of states using Integrated Approaches for planning and environment (VF). Agree upon schedules for all Federal-Aid and FLHP EISs and EAs initiated during FY05. Decrease median time for all EISs and EAs completed in FY05 to 45 months and 15 months, respectively (VF) • National Performance Measures/ Targets • Number of States using “Integrated Approaches for planning and environment (FY 2005 target is 8 new States, plus 12 continued from FY 2004) • Median completion time for all EISs and EAs in Federal-aid and FLHP (2005 targets are 45 and 15 months, respectively) • Schedules established for EIS and EA projects (2005 target is 100%).

  23. CSS/Integrated Approaches

  24. Quality of Decisionmaking Process States currently with CSS or Integrated Approaches By October 1, 2007 All States Green

  25. Timeliness of the Environmental Review ProcessFY 07 Targets • All EISs and EAs have negotiated timeframes • Timeframes met in 90% of cases • Median EIS time 36 months • Median EA time 12 months

  26. Median Time for EISs

  27. Median Time for EAs

  28. EPA Ratings of DEIS and FEIS Documents Rating Points LO=4 EC=3 EO=2 EU=0

  29. FHWA is good at: The quality of the information FHWA provided FHWA responded in a timely way Overall, there was a sufficient level of communication FHWA needs work on: Their ability to stay organized throughout the project The level of resources they devoted to the project The Gallup Survey Said:(Resource Agency Reviewers about FHWA)

  30. FHWA is good at: FHWA is committed to doing quality work There is sufficient level of trust between your two agencies FHWA needs work on: FHWA is committed to protecting the environment FHWA is willing to compromise Their Bosses Said:(Resource agency managers about FHWA)

  31. 2005 Environment Excellence Awards • Biennial awards program was developed by the FHWA to honor those partners, projects, and processes that excel in meeting growing transportation needs while protecting and enhancing the environment. • 12 different categories • Entries must be submitted electronically by August 16, 2004. • Visit http://www.fhwa-ee-awards.com/ for more information
