  1. Tolerance to be specified by CTU for actual generation vs scheduled generation for NHPC stations. • As per the CERC's orders on ABT implementation for NHPC stations, any generation beyond schedule by a certain tolerance would be construed as gaming. This tolerance has to be specified by the CTU. (section 5 of the Hydro Schedule) • In case the CTU specifies a higher tolerance figure, it could result in huge earnings to the station as UI. Too low a tolerance figure would mean frequent revisions in schedule by NHPC. The following aspects therefore need to be discussed with NHPC before finalizing the tolerance: • What is the likely inflow forecast error for the different power stations under different weather conditions? • What is the error in measurement of inflows in real-time or computation of the same from the MW output of units? • What is the minimum duration for which inflows have to be integrated to get a good estimate of the average inflow? • Whether the power station control rooms are equipped with the necessary infrastructure in terms of metering and instrumentation and software package etc., if any.

  2. Tolerance in respect of declared energy by hydro stations vis-à-vis actual generation (dated 23.04.2003) In terms of the provision of para 3.14 of the CERC notification dated 26.03.2001, a tolerance level of 3% on the declared capacity and/or declared energy generation for the day, in respect of hydro stations is hereby specified by CTU.
