Background
  • The requirements for counter drum pointer altimeters were introduced in OPS 1.652 via NPA OPS 15 some years ago.
  • These requirements are based on the corresponding Standard in ICAO Annex 6, Part I, Chapter 6.9.1.
  • The Introduction of the CDP ALT Standards are result of the ICAO CFIT program.
  • The revised JAR-OPS 1.652 (c) and (k)(1) were introduced with Amendment 3 to JAR-OPS 1.
  • Some States were faced with introduction problems, leading to an OST decision to allow exemptions.
  • An harmonized exemption policy was agreed by OST by publishing JAA TGL 33

  • TGL 33 allowed States to grant limited exemptions on the CDP ALT rules.
  • The exemption dates were extended twice. The current policy ends 31 March 2007.
  • In the TGL, it is indicated that JAA will evaluate to permanently alleviate airplanes without a pressurized cabin and operating below FL 100.
  • EQSG did not support this idea ever since, as expressed in the Comment Response Document of NPA OPS 15

Future of the CDP Rule and TGL 33
  • Amending the CDP ALT rule implies that JAA needs to have good technical arguments, as the alleviation is a non-compliance with an ICAO Standard.
  • For the time being, EQSG did not receive any figures justifying such rule amendment.
  • The OST decision (at OST 06-4) to request EQSG to perform an RIA need to be reconsidered.
  • EQSG would request the OST to initially agree to amend the rule or not in order to initiate an NPA / RIA process.
  • If this was agreed, the exemption policy needs to be extended also, leading to a revision of TGL 33. EQSG request OST to reconsider this as well.

recent icao developments
Recent ICAO Developments
  • The current version of ICAO Annex 6, Part III contains the CDP ALT Standard, similar to this for airplanes.
  • ICAO agreed to remove this CDP ALT Standard for helicopters.
  • However, it should be noted that, although helicopters are usually not pressurized, a simple reflection of the revised standards on airplanes is not a proper solution.
  • EQSG feel that some thorough study is needed here, bearing in mind the results of the ICAO CFIT program.
  • As far as EQSG is aware of, ICAO does not plan to alleviate non-pressurized airplanes from the CDP ALT Standards.
