  2. Draft NPA-OPS Proposal to amend JAR-OPS 3 to include provision for Airborne Collision Avoidance System (ACAS) II requirements for Helicopters and amendment to the associated Guidance Material (ACJ)

  3. Background • One commercial helicopter operator has recently conducted a successful trial of ACAS II equipment fitted to an AS 332 helicopter and has applied to EASA for an STC for this system • It is envisaged that a large number of IFR helicopters, especially those engaged in oil and gas exploitation work, will be fitted with ACAS II in the future • The current Requirement and Guidance material in JAR OPS 3.398 applies only to ACAS I (TCAS I) systems • No rule material is available for helicopters operating with ACAS II

Background • The associated ACJ OPS 3.398 has lengthy descriptions of TCAS/ACAS which includes material that is now known to be incorrect • Better sources of information are now widely available and it is considered that the section should be completely revised • Harmonisation review of JAR-OPS 3 against 1 had noted that the JAR-OPS 3 ACAS text lagged behind recent developments and improvements that had already been incorporated into JAR-OPS 1 • The HSST took an action to align the requirements and information

Proposal • The proposed changes to JAR OPS 3.398 will add text that will include ACAS II to the current ACAS I material • This additional material will be drawn from JAR OPS 1.398 and so achieve harmonisation between aeroplane and helicopter ACAS II operations • Additionally, it is proposed to completely review the associated ACJ OPS 3.398 and harmonise the text with ACJ OPS 1.398

Impacts • Safety; the proposed changes will harmonise operating procedures between aeroplane and helicopter ACAS II users and lead to an increase in safety • The Authorities; there will be no economic impact as they already regulate the use of ACAS II fitted to aeroplanes • Manufacturers; will not be affected directly by this proposal but might see some savings overall • Operators; fitting is voluntary. • Complying with pre-existing aeroplane ACAS II regulations will ensure reduced set-up costs and no additional costs when the system is in use

  7. Consultation • The consultation process has been conducted within the HSST • they are in support of this proposal • The primary consultation prior to the adoption will be through the appropriate public consultation process

  8. Summary and Final Assessment Current helicopter regulations are deficient in that they do not address the fitment of ACAS II equipment to helicopters. Aligning aeroplane and helicopter ACAS II regulations will improve harmonisation and address the deficiency in the current helicopter requirements Endorsement of the proposal by the OST is sought before forwarding the EASA Form in due course
