  1. Update/Communication - Standard Historical Usage Information January 27, 2004

Background • During the REP forum conducted by the PUCT Staff in February 2003, REPs expressed concern over the various formats and processes that the different TDSPs have in place for obtaining Customer Proprietary Information. • REPs and TDSPs provided information to PUCT Staff. Brian Lloyd requested Tommy Weathersbee, Oncor representative, and Ree Ann Vogler, Entergy Solutions representative, to work towards a common, standardized solution for obtaining Customer Proprietary Information. • Comments regarding requested data elements, format and process were requested by Market Participants on three separate occasions. These comments were compiled and used to present information to the PUCT Staff. • Enclosed information was the result of the effort to agree upon the initial changes. • Process should be standard for all Market Participants such as Aggregators, REPs, and Independent Brokers.

Data Elements • ESI-ID • Customer Name • Beginning/Ending MR Date • TDSP Charges by Month • Service Address • Zip Code • Tariff/Rate Code • Transmission Grid • Metered Demand • Billed Demand • Meter Read Cycle • Power Factor • Metered KWH • Interval Data - sent separately and on website • Load Profile There may be exceptions for some of the TDSPs. It was determined that the standard Excel format would be implemented the first week in February. Data elements that are not yet available would be provided at a later date. Each TDSP is to report the date the remaining data elements are going to be available.

  4. Previously Agreed To Process Issues • Excel will be the format used. The information will be forwarded electronically to the CR. • Requests may be received by mail, fax, or PDF format (scanned copy of LOA) of a customer authorization and dated • Date on the LOA request cannot be older than 12 months • TDSPs will provide 12 months of history, if available • Standard LOA is agreeable, but there continues to be issues surrounding whether the letterhead is required. • Turnaround time of 2 business days will be considered standard, with 5 business days as an upper limit due to volume of requests • 15 minute interval IDR information will be provided by each TDSP as it is currently • IDR information should be, at least, available on a password protected website and made available electronically. It was agreed that the file format does not have to be standardized due to small number of IDR meters • Will need to address the process issues surrounding obtaining this information from the TDSPs – difficulty obtaining information when it is only available by password on a website and not sent electronically. This will be addressed as next steps at a later date.

Additional Info for Market Participants • Recognize that these changes are not the ultimate solution, but an immense improvement to a previously non-standardized process that has been regarded as critical to success of the retail business. • Not all TDSPs are participating in the changes. Participating TDSPs include Oncor, Centerpoint, AEP, and Entergy Texas. • It was determined that implementation of the standard format and additional data elements could begin without all TDSPs participating. • Muni’s/Coops are not required to use the new format. Depending on the volume of requests, this issue will be addressed at a later date.

  6. Additional Info for Market Participants Letter of Authorization • There continues to be unresolved issues surrounding particular data elements and the standard LOA form. It was determined that we would not slow down the implementation of the standard format while awaiting resolution of the open issues. • Recommendation was made by First Choice to list the TDSPs on the LOA to minimize the requirements from the customer to provide an LOA for each TDSP/Muni. This will also allow the opportunity to only have to obtain one signature and you can customize the LOA for the various TDSP/Muni’s that are serving a particular customer by listing each TDSP at the top of the LOA. A sample list is provided on the sample LOA. • I would recommend to group the ESIDs by TDSP if you use the front of the form • If an attachment is used. I would recommend using a separate attachment per TDSP. • A final decision has not been made as to the need to provide customer letterhead on the LOA. Currently, this is a requirement only in the Oncor territory. • TDSPs agreed to the recommended standard LOA prior to the addition of the multiple TDSPs. • If the area that is provided for customer information is not adequate (not enough room for all the information, too many ESIDs, etc) an attachment can be provided for ESI-ID’s that are specific to each TDSP. • Proposed LOA is attached. Additional Info for Market Participants Standard Excel Format • The participating TDSPs are preparing to rollout the Excel format within the next two weeks. • An AEP provided sample of the format is attached. Although the sample appears as text values, changes have been implemented to convert the information to Excel values. • Recommending the TDSPs forward their completed spreadsheet through their REP Relations Dept. prior to implementation. The spreadsheets are expected to be implemented during the first or second week of February.
