CICADInter-American Drug Abuse Control Commission Mission: To enhance the human and institutional capacities of 34 member states to reduce the production, trafficking and abuse of drugs in the Americas

Regional Drug Flows 2011 • Colombia cocaine – north through Central America and Mexico; east through Caribbean to Europe • Peru/Bolivia cocaine – via Southern Cone to Africa and Europe • Heroin -- Mexico supplants Colombia • Growth of synthetic drugs/chemical precursors
Regional Drug Use • Drugs/public security issues rival economy as top political challenge • Throughout hemisphere: youth drug/alcohol consumption a major public health/public safety concern • Smokable cocaine -- crack/paco/pasta base -- growing problem in the Southern Cone • Next challenge: Synthetic drugs/abuse of pharmaceuticals
CICADLeadership in Hemispheric Drug Policy • Draft model laws and regulations • Establish drug information systems • Develop national drug strategies and plans
CICADLeadership in Multilateral Evaluation • Peer reviews yielded 350 recommendations for improved drug control in 34 member states. • Member states “race to the top” to meet commitments on 50 separate performance indicators
Improved Regulation and Law Enforcement Enhanced maritime interdiction Tightened control over chemical precursors Reduced diversion of prescription drugs CICAD : Reducing Drug Supply Counterdrug intelligence school in Bogota (1,500 officers trained since 1999)

CICAD: Reducing Drug Demand Prevention, Treatment & Reintegration • Prevention/educational guidelines and initiatives • Training and certifying drug treatment counselors • Promoting drug treatment courts as alternative to incarceration
Opportunities for Private Sector • Assessment: Public/private partnership to support research on drug use patterns and attitudes in schools and in the workplace. • Program Development: Public/private partnership to develop and implement innovative drug education/prevention efforts in the workplace. • Implementation: Incorporate drug/wellness programs into corporate human resources and corporate social responsibility programs.
