  1. บทบาท วทน. ในการกำหนดมาตรฐานและการกีดกันทางการค้าที่ไม่ใช่ภาษีในสินค้าเกษตรและอาหารคุณเมทนี สุคนธรักษ์ 3 ธันวาคม 2552 ข้อตกลงของ WTO ที่เกี่ยวกับสินค้าเกษตรและอาหารโดยเฉพาะมี 2 เรื่องคือ SPS (Sanitary and Phytosanitary Measures) และ TBT(Technical Barriers to Trade) ซึ่งการกำหนดมาตรการเกี่ยวกับสินค้าเกษตรและอาหารมุ่งเน้นการปกป้องชีวิตและสุขภาพของคน สัตว์ พืช และไม่ให้เกิดความเข้มงวดเกินความจำเป็น จึงมีความพยายามจะใช้มาตรฐานเดียวกันในโลก โดยให้อ้างอิงมาตรฐานสากลที่เป็นที่ยอมรับ ซึ่งมี 3 เรื่องที่เกี่ยวกับสุขอนามัยและสุขอนามัยพืช คือ ในเรื่องความปลอดภัยด้านอาหารจะอ้างอิง Codex เรื่องสัตว์อ้างอิง OIE และในเรื่องโรคพืชก็อ้างอิง IPPC ประเทศต่างๆ จะใช้มาตรฐานของ 3 องค์กรนี้อ้างอิงในการกำหนดมาตรการของตนเอง และในกรณีที่มีข้อพิพาททางการค้าก็จะใช้มาตรฐานของ 3 องค์กรนี้เป็นตัวตัดสินด้วย Clip สรุปการบรรยาย Slide presentation
