  1. Standardized Baselines (SB):Perspective of a project developer Christian Dannecker Director of Forestry South Pole Carbon Asset Management Ltd. LACF, 29 September 2011

  2. World Bank Mandate • How can SBs help promoting CDM benefits to underrepresented areas and technologies? • Selected case studies to standardize existing CDM methodologies: • Cook stoves • Solar Home Systems • Low Emission Vehicles / city wide transport GHG monitoring • Steps: • Analyse methodologies existing in the sectors (CDM, VCS, CAR, etc) • Develop checklists for registration (e.g. positive lists) • Propose prototypes for standardized monitoring • Test-run them • Propose how SB can include provisions to include E- policy rules Outcomes due mid November

  3. Cheaper access to cleaner water with less emissions Water purification POA under validation, first CPA in Uganda, now requesting LOAs from Colombia, Honduras, Peru, Argentina, Haiti, El Salvador

  4. International water purification PoA • SBs to be key component of POAs, turned out differently • SSC-WG meth / EB decisions provided two „pull“ factors into use of this “SB-PoA”: • Automatic additionality proof for micro projects (appliance below 600 tCO2e OR location in LDC), therefore reduced auditor liability for POAs as subjectivity is removed • Standardized baselines (default water consumption 5.5 L/d; suppressed demand) EU ETS provided „push“ factor out of „normal“ CDM projects • Sunset clause of 2012 leaving no other choice than strict standardization • SBs allow to register more POAs, and allow growing them quicker as each additional CPA becomes cheaper to add (yet comes a little late to allow for more EU ETS eligible POAs pre-12)
