Provincial Operations Centre (POC) • Formerly known as the Government Emergency Operations Centre (GEOC) • Comprised of the former: • Agency Response Readiness Centre (ARRC - 24/7 Duty Office) • Consequence Management Operations Centre (COMOC) • Continuity Management Centre (CMC) • Major Event Support Apparatus (MESA)

POC Readiness LevelsLevel 1 – Routine Operations • Level 1 – Routine Operations • Always in operation – 24/7/365 • Provincial Duty Officer on Watch • Duty Manager on Call • Emergency Management Field Officer on Call • Maintain Situational Awareness, including promulgation of Daily Situation Report • Coordinateresponse to minor incidents • Maintain capability to increase readiness as required

POC Readiness LevelsLevel 2 – Elevated Readiness • Level 2 – Elevated Readiness • Used when duty staff alone cannot manage incident within own resources • Duty Staff augmented as necessary with AEMA or other GoA staff • Can be initiated on order of the Duty Manager • Scalable for the size, complexity and intensity of incident • Brings senior leadership from AEMA and Lead Agency together (virtually or actually) to discuss options • Conduct incident-specific reporting to limited distribution list as determined by the Lead Agency

POC Readiness LevelsLevel 3 – Limited Cross-GovtCoord • Level 3 – Formerly known as a “Partial Activation” • Used when there is a requirement to have CMOs from SOME GoA organizations co-located with the AEMA and Lead Agency • AEMA POC Director and Lead Agency representative join in Unified Command of the GoA support to the incident • Will normally only be initiated on direction from the identified lead agency for the threat • CMOs as determined between AEMA and Lead Agency are requested to report to the POC • Maintain capability to increase readiness further as required

POC Readiness LevelsLevel 4 – Full Cross-GovtCoord • Level 4– Formerly known as a “Full Activation” • Used when there is a requirement to have most or all CMOs co-located with the AEMA and Lead Agency • AEMA POC Director and Lead Agency representative join in Unified Command of the GoA support to the incident • Will normally only be initiated on direction from the identified lead agency for the threat • Maximize capability of the GoA to respond quickly and effectively in support of the response to an incident • All CMOs will be initially called in and then stood down if not required

POC Reports • Continue to promulgate the Daily Situation Report for situational awareness • Eliminated the ARRC Alert • AEMA Executive Alert • Preliminary information on an incident • Distribution List restricted to AEMA, the agency providing the info, and the Lead Agency for the hazard • Incident Response Reports/Updates • Used once details of incident have been confirmed • Approved by Lead Agency (including distribution list)

  8. Disaster Recovery • Disaster Recovery Branch is now part of the Provincial Operations Division • DRP has full access to the resources of the POC • Deliberate planning assistance from the Plans Section • When required, POC will remain at elevated readiness levels to support disaster recovery
