What is Apprenticeship ? • Regulated by the Department of Labor since 1937 – applies to skilled occupations • Majority (61%) in construction – recently in social services and health care • Combines at least a year of employment including on-the-job mentor training (90%) with classroom instruction (10%) • Requires a progressive wage scale and proper supervision June 2005

Benefits of a home health aide apprenticeship • Creates a nationally recognized and credentialed occupation • Requires training, mentorship, progressive pay scales and effective supervision • Brings home care to the attention of the workforce system • Potential to leverage workforce training funds June 2005

  4. PHI’s Apprenticeship Model • Funded as part of the DOL’s High Growth Initiative Grant to PHI and coordinated with curriculum and community college elements • Home Health Aide became a DOL approved “apprenticeable” occupation April 2005 – joins CNA and DSP approvals • PHI three-state pilot: Indiana, Michigan, and Pennsylvania with 75 apprentices in each state June 2005

Home Health Aide Apprenticeship Outline • Apprentices receive DOL certification after one year of employment • Four-month entry-level certification including mentoring and150 hours of classroom training • Apprentices select two four-month specialties that include mentoring and 40 classroom hours • Working with consumers with disabilities • Hospice and palliative care • Working with consumers with mental illness • Dementia care • Peer mentor specialty • Other specialties may be added by employers June 2005

  6. Implementation • Individual employers implement the apprenticeship with PHI technical assistance if requested • Will begin HCA program in mid 2005 • Memorial Home Care in South Bend Indiana plans to start first class in August 2005 • In Michigan endorsed by MHHA and recruiting employers • Program will vary by employer and state June 2005

  7. Challenges • Finding employers who will commit to an investment in training and a progressive pay scale • Explaining home care to the workforce system and apprenticeship to healthcare • Leverage workforce investment funds June 2005
