  34. $200 Question from H4 What are the Embargo Acts?

  35. $200 Answer from H4 A series of laws passed by the Congress of the United States between the years 1806-1808, during the second term of President Thomas Jefferson. It was partly brought upon by the Chesapeake Incident involving Britain attacking U.S. ships, and partly by Britain prohibiting her trading partners from trading with France. Britain and France were at war; the U.S. was neutral and trading with both sides, although each side tried to hinder American trade with the other. Jefferson's goal was to use economic warfare instead of military warfare to secure the rights of Americans. Initially, these acts sought to punish the United Kingdom for its violations of American rights on the high seas; among these were the impressment of sailors of American ships--sailors who claimed to be American citizens but whom the Royal Navy suspected as deserters. The later Embargo Acts, particularly those of 1807-1808 period, were passed in an attempt to stop Americans and American communities that sought to--or were suspected of intending to--defy the embargo. These Acts were ultimately repealed at the end of Jefferson's second (and last) term. A modified version of these Acts would return for a brief time in 1813 under the presidential administration of Jefferson's successor, James Madison.

The treaty largely restored relations between the two countries to status quo ante bellum. Due to the era's slow speed of communication, it took weeks for news of the peace treaty to reach America, well after the Battle of New Orleans had ended.

  40. $500 Question from H4 What is the Monroe-Pinkney Treaty?

  41. $500 Answer from H4 This treaty, signed in 1806, was a treaty drawn up by diplomats of the United States and the Great Britain, but which was rejected by the U.S. government. The treaty was negotiated by minister to England James Monroe and his associate William Pinkney on behalf of the administration of President Thomas Jefferson, and Lord Holland and Lord Auckland on behalf of the "Ministry of All the Talents" government headed by Lord Grenville. For the Americans, the goal of the treaty was to make the British abandon the practice of impressing sailors from American ships, as well as to address the neutral trading rights of American vessels in the ongoing Napoleonic Wars, among other commercial concerns. However, the British were short of manpower for the Royal Navy, and believed that numerous British deserters were serving on American ships. In the desperate war against Napoleon, the British believed that they could not afford to abandon impressment: offending the Americans was seen as a much lesser evil than losing to Napoleon. Therefore, no concessions on the issue of impressment were made.
