  28. PURPOSE:To present the Independent Cost Estimate Methodology (ICEM) in the preparation of a reasonably reliable and accurate Independent Cost Estimate (ICE) for the 30% Design. Independent Cost Estimate (ICE) Kickoff – PURPOSE

SCOPE: The report objectives are to… • Identify the methods and processes that will be used to develop the ICE during the 30% Design Level Phase • Identify the source documents and/or methodology that will be used to quantify and price the work, and for scheduling and risk assessment • Specify how estimating assumptions will be documented • Describe production-based and historical unit price elements • Define the approach and methodology with respect to Bid Item Summary Groups (“D-Groups”) and standard NDOT Bid items for the WBS Independent Cost Estimate (ICE) Kickoff –SCOPE

  30. ICE Methodology established to assure ICE is prepared in a consistent and uniform manner, with standardized methods & formatting that facilitate estimate review & reporting. Variability in each development stage and the influence of updates associated with revisions to plans dictates different estimating methods or procedures at a given milestone. Assure that the project is sufficiently detailed in the plans and specs to be constructed using standard construction methods, materials, and techniques. • Verify that the plans and specs give the contractor clear guidance and information, enabling the preparation of a competitive, cost-effective bid. • Consider the cost-effectiveness of future maintenance when the project is constructed following the plans and specs. Constructability Guidelines for Designers describe proven constructability concepts that are valid for all designs in order to improve construction efficiency and avoid pitfalls discovered on previous projects. The Guidelines are intended to be “dynamic” in that each project should provide additional ideas, further refinements, and feedback for consideration on projects that follow.
