  2. Review • Remember, the federal government created by the Articles of Confederation was very weak. • It had no power to tax. • No chief executive. • No power to enforce laws. • No court system. • 9/13 states had to agree to pass laws • Changes to the Articles had to be unanimous (13/13 states)

  5. The Philadelphia Convention • States sent delegates to Philadelphia to fix the Articles of confederation • 55 delegates from 12 states • Rhode Island didn’t send delegates
