  2. No Excuse Voting Any registered elector may vote absentee.

  3. Methods of Absentee Voting • In person • Mail • Home delivery

  4. Ballots to be Available 45 days prior to the election At least one absentee electors voting place in each county. Electioneering prohibited

  5. Application Signed application is required • Name • Home address • County • Address to which ballot is to be sent

  6. Federal Postcard Application – (FPCA) • Uniformed and Overseas Citizens Act – (UOCAVA) • Considered a request thru next 2 federal general elections.

  7. Deadlines • Mail – 5:00 pm on 6th day prior to election • In person – 5:00 pm day before the election • 48 hr. emergency – Within 48 hr. of closing of polls • Physically unable to go to polls • Rendered unable within that 48 hrs.

  8. Recordkeeping • All absentee applicants • Manner and time of delivery • Receipt of returned ballot • Whether accepted or rejected Keep for at least 22 months

  9. Federal Reporting Requirements Number of ballots transmitted to and received from uniformed and overseas citizens Incorporated in EAC Election Day Report Due 75 days following the election

  10. Issuing Ballot • Determine if registered • Deliver ballot by: • Mail • In office of County Clerk • Person delivery by County Clerk • Other appropriate means • May use fax under emergency

  11. Personal Delivery of Ballot by County Clerk • List of witnesses from parties • 45 days before election • Notify witnesses of date and time intend to deliver ballots • Candidate or spouse may not be a witness

  12. Return of Ballots • Must be in return envelope • Signed • Verify signature w/ registration • Ballot to remain in envelope • If rejected • Reason to be stated on envelope • Ballot remains in sealed envelope

  13. Tabulation • May be retained a central counting center, or • Delivered to polls • Poll book must indicate that person has voted

  28. Mass Issue Absentee Ballots • New Process to allow issuing absentee ballots for all requests that have not previously been issued an absentee ballot. • Uses • 1st Mailing • Mailing Large Number of Absentee Ballots

  30. Receiving Absentees • New process to allow scanning of the bar code on the affidavit envelope to mark the absentee request as received and to give voter history in one step. • Used to return all absentee ballots.

Absentee Ballot Mailing Label Report • Modifications – Report will: • Include selection criteria of Issue Date • Allow for entry of a start and end date • Include Consolidated Elections • Allow for optional printing of a residence address • Advised for the return of absentee ballots • Allow for printing of district number on label • Includes absentee precinct number
