Where we come from? • Mobility milestones : • 1997: new law on tax-free km-based allowance for cyclists • 1998: direction don’t agree, but examine a global Mobility Plan • 12-2000: CLA 1 after 3 years negotiations betw. direction and unions • 2003: CLA 2 after merging 2002 • 2004: CLA Teleworking • 2006: 1st Workplace Travel Plan • 01-2008: new function Mobility Coordinator (+ Sustain. Developm.) • 09-2008: new « Green Car Policy » Company history : • 1860:born of the« Crédit Communal de Belgique »« Gemeentekrediet van België » • 1996: marriage with« Crédit Local de France » • 2000: new name « Dexia Bank Belgium » (DBB) • 2002: merging DBB with group Artesia (Bacob, Paribas) • 10-2011: after crash of the Group, purchase DBB by Belgian State • 01-03-2012: new name« Belfius Bank & Insurance » 4

Mobility Plan for home-to-work travel CLA = Collective Labour Agreement • Free public transport(third party paying) • Financial contribution for travelbetween home and a station (CLA 2) • Costs ofparking at the stationcovered(CLA 2) • Encouragescar-pooling: same reimbursement fordriver and passengers • Tax-free kilometre-based reimbursement (€ 0.21/km) forpedestrians & cyclistsandavailability of showers and lockers for cyclists & motorcyclists • Parking chargedfor one-in-a-car (but free for others) • 4-day week, decentralised work and teleworking 11

Cost of our Mobility Plan • EUR 6 million for 6 000 employees,but onlyEUR 1.8 million(30%) for thevoluntary measures(100% Public Transport, bicycle, etc.) In Belgium, the employer must pay 70% of train subscriptions, but if the employer pays 80%, the state pays the remaining 20% • Average cost for the company:about EUR 1 000 / employee / year • So expensive because of an high average distance between home and workplace (Belfius = 43 km vs Belgium = 20 km) • Also because, as a bank, we are forced to pay compensation to motorists (CLA Financial Sector), which is not the case for the public sector 13

The Workplace Travel Plan (Brussels) • Mandatory for companies with more than 100 employees • Every 3 years, for each building or site • 1st step: establish the diagnosis of the existing mobility • 2d step: develop an action plan, including 7 mandatory measures: • Designate a contact person, preferably the coordinator mobility • Inform workers of the plan to raise awareness of sustainable travel modes • Make a multimodal mapavailable to workers and visitors • Encourage use of public transport (2 mandatory measures from 6) • Install bicycle parking covered and secure (1 bicycle space for 5 car spaces) • Consider ecoscore when purchasing/leasing of vehicles (www.ecoscore.be) • Organize and maintain a specific action plan in case of pollution peak. • Very good initiative who requires reflection on unsustainable travel modes, and proposes solutions. And I owe my job! 21

Each year a new initiative (creativity) 2007: creation of the “Friday Bikeday" campaign+ company day-glo jackets + breakfast for cyclists each friday 2008: creation of the “Car-free day at work" (22/9) 2009: creation of the « Bike to work » campaign 2010: 1st company to use Villo(public bike)as company bike 2011: 1st big company to use Cambio(shared car) as poolcar 2011: creation of the « Car-free week at work » (16-22/9) + coachingof motorists they dare to use the bike + Road Safety at Work campaign (Go for Zero) 23

First “car-free day at work” (22-9-2008) • Preparation: • TopManagement agrees to set an example • Distribution of > 600 free tickets for public transport • Mobility lunches in our 3 company restaurants • 22 September at Belfius in Brussels: • Survey at car park exit (Response rate: 40%):“without my car only if … parking very expensive, more than 45 minutes to get into Brussels, public transport reliable and comfortable, very expensive fuel, public transport faster than the car, more bicycle lanes, …” • Only 354 employees travelledalone in a car, i.e.,5.7%of staff • 94.3%of office staff (5,848 / 6,222)did not travel alone in a car! 24

  25. Mobility lunches Each lunchtime (11:30-14:00), hundreds of colleagues could ask questions or complain to the representatives of train operators (SNCB), metro-tram-bus (STIB, De Lijn, TEC), car-sharing (Cambio) or about car-pooling and bicycles. 25

  26. Trends for 2012 The proportion of cars increases in 2012. Causes: train disappointed subscriberscome back to the car, those who leave the company are mainly train subscribers.

First “Car-free week at work” (2011) e-mailtargeted at all motorists, response rate: 7%; 47 drivers took up the challenge to give up their car for a week; distribution of 60 subscriptions to public transport; coaching of 2 new cyclists; 26 drivers have decided to move permanentlyto public transport and cycling; 6 motorists hesitate and condition the denial to the car to the conservation of their parking ticket ... 32

(mobile phone, satnav, etc.) • Campaign: “If I leave in good time, my driving will be more relaxed!” • Eco-driving 37

Conclusions there are as many mobility policies as company profiles policies of countries and regions can have a significant impact on business initiatives the coordinator mobility can have a dynamic role and beneficial to the company image unions are an important partner mobility must also be evaluated for its impact on healthand the environment, on road safety, on energy savings, as much as on CO2 emissions not to mention the influence of land use on the amplitude of movement, in a context of climate and energy crisis (Mobility is the best one we do not !) 38
