Status of the Directive on the promotion of RES-Electricity Presentation will include: • RES Communication (2004) on progress towards target achievement • RES situation in various Member States • New Communication on financing of RES • Other relevant Commission initiatives
Status of the Directive on the promotion of RES-Electricity Directive 2001/77/EC on renewable electricity: • National indicative target on renewable electricity consumption • National support schemes, if necessary, harmonisation • Grid access, simplification of administrative procedures and guarantees of origin • Reporting requirements – Member States and Commission
RES CommunicationCOM (2004) 366 final Main conclusions: All EU15 Member States have adopted national targets, in line with the Directive 2001/77/EC (EU10 targets published in Accession Treaty in April 2003) Not all Member States have adopted complementary proactive measures geared to national conditions Success of wind energy is not outweighing the slow growth of biomass electricity Currently implemented policies will probably result in a share of between 18% and 19%
RES CommunicationCOM (2004) 366 final Progress in achieving the national targetsdiffer strongly between the Member States: ” On track”: Denmark, Germany, Finland and Spain ”To be on track”: Austria, Belgium, France, Ireland, the Netherlands, Sweden and UK ”Not on track”: Greece and Portugal

New Communication on financing of RES(Article 4 of Directive 2001/77/EC) Before end of 2005, the Commission will adopt a Communication on the financing of renewable energy sources. It will cover the following items: • Systematic description of the funding mechanisms being implemented today at EU-25. • Effectiveness and efficiency in the promotion of RES. • Co-existence of the renewable support schemes with the principles of the internal electricity market. • Investors’ confidence As well as: • Grid access, guarantees of origin, administrative procedures
New Communication on financing of RES(Article 4 of Directive 2001/77/EC) Country specific costs and support level for 2004 for wind onshore for the EU-15 Figur: Price ranges (average to maximum support) for direct support of wind onshore in EU-15 Member States (average tariffs are indicative) compared to the long term marginal generation costs (minimum to average costs). Support schemes are normalised to 15 years.
