This workshop focuses on facilitating transnational cooperation under the European Commission's 2007-2013 Objective 3 Territorial Co-operation program. The session addresses questions and challenges faced by Member States in terms of budget and geographic flexibility, definition of strategic projects and program areas, and coherence in zoning and thematic focus. Discussions also cover the overlap of program areas, maritime cooperation, strategic positions in European frameworks, and issues related to outermost regions. A key part of the presentation is the methodology for programming, management, zoning, and the adoption of new spaces. The workshop emphasizes the importance of strategic projects, priority themes such as river basins and motorways of the sea, and critical analysis criteria for both current and future program areas, framed within a strategic approach for sustainable development.

EUROPEAN COMMISSION Objective 3 Territorial Co-operation2007-2013Workshop 4:Trans-national co-operationDG Regional PolicyBrussels, 22 February 2005
Questions of the Member States • Budgetary flexibility between cross-border and transnational cooperation (art. 22 ERDF) • Geographic flexibility (cooperation with partners outside the programme area, art. 22) • Criteria for the definition of programme areas • Definition of strategic projects • Focus on priority themes • Consistence of themes / strategic projects and zoning
Questions of the Member States (II) • Overlapping of programme areas • Bilateral maritime co-operation • Relation between transnational co-operation and European Neighbourhood and Partnership Instrument (ENPI) • Place of transnational cooperation in the national strategic frameworks • Outermost regions
Content of the presentation • Programming • Management • Methodology for zoning • Strategic projects • Priority themes and actions • Definition of programme areas
Process for adoption of new spaces • list of eligible areas annexed to the Community Strategic Guidelines on Cohesion (CSG) • option: if MS want, trans-national coop. integrated in the National Strategic Reference Framework (NSRF) Programming
Trans-national co-operation projects • Partners from at least two countries • Fulfil at least 2 of the following 4 co-operation criteria: • joint project development • joint implementation • joint project staff • joint financing Programming
Flexibility concerning the location of the operations (1/2) • Expenditures paid for the implementation of operations located on the territory of third countries (Art 22(3) ERDF): • for cross-border and trans-national cooperation • on condition that the operations benefit to EU Regions • ceiling: 10% of the ERDF contribution to the OP • for those expenditure, the responsibility lies on the EU lead beneficiary and certifying authority
Flexibility concerning the location of the operations (2/2) • Operations including partners from outside the eligible area (Art (22 (2) ERDF) • in duly justified cases • only in the framework of transnational cooperation • ceiling: 20% of the ERDF contribution to the OP
METHODOLOGY • Identify critical mass for strategic projects and priority themes at European level • Experience of INTERREG III B • Identify spaces for future programmes Strategic approach
Strategic projects - definition • Genuine trans-national character • Contribute to structuring European territory • Assure a significant territorial impact • Choice on the basis of severeness of the problem and sustainable development needs. Strategic approach

4 priority themes article 6 ERDF • Water management • Natural risk prevention • Improving accessibility • Creation of scientific and technological networks Priority themes and actions
3 types of projects/actions • Strategic projects and actions • Bilateral maritime co-operation • "Soft" co-operation projects/actions Priority themes and actions
Definition of programme areas: 4 criteria • Geographical criteria • Thematic typology / strategic projects • Political criteria • Programming continuity Definition of programme areas
Geographic flexibility (20%) Article 22 of ERDF • Flexibility for space continuity: add an area concerned with the project(s) • Flexibility for trans-spaces co-operation (ex: Interreg III B New Project shared by 5 programmes on maritime safety) Definition of programme areas
4 criteria of analysis of current programmes/spaces • Management • Results / outcomes • Geographic coherence • Potential for strategic projects Definition of programme areas
Constraints in current programmes • Limited financial ressources • Geographic overlapping: it should be limited. • Number of participating states: sometimes too big (ex 18 countries in CADSES) • Not enough space identity • Difficulties to get a sufficient number of strategic projects in each space. Definition of programme areas
Two types of current / future spaces • Future spaces with geographical pertinence, good potential for strategic projects, fair cooperation and management • NOT all the 13 Current spaces are convincing on these criteria. Definition of programme areas
