  3. Enhancement Grant • Purpose • Provide funding to improve existing and establish occupational career education programs • Grant funds can only be used to fund programs listed as High Demand Occupations • State Funds

  4. Enhancement Grant • Who’s Eligible • Missouri public high schools, area career centers and community colleges currently operating Department-approved occupational preparatory (long-term) career education programs

Enhancement Grant FY-2013 • Allowable Expenditures • Equipment (75% Reimbursement) • Instruction equipment directly related to occupational career ($200 minimum unit cost) • Allowed every 3 years • Based on student enrollment • If the class has 20 students enrolled, then only 20 computers will be allowed.

Enhancement Grant FY-2013 • Allowable Expenditures: • Other (Reimbursed at 50%) • Software (no min unit cost) • Network or internet connections (no min cost) • Student and instructor instructional furniture [i.e. workstations*] ($200 min unit cost) • Software service contracts/maintenance agreements (no min unit cost) • Instructor training** (no min unit cost) • Storage cabinets for program specific equipment ($200 min unit cost)

Allowable Expenditures  • Allowable Expenditures • Curriculum Enhancement 50/50 • Purchased curriculum materials, videos, DVDs, reference sets, etc. ($200 min unit cost). • Facility Improvement 50/50 • Renovation or modification of existing facilities must have a direct effect on instruction in the program. Materials only, and no overall facility renovations. No more then 25% of the total grant

Enhancement Grant FY-2013 • Non Allowable • Items under $200/unit cost (unless exempt) • Consumables • Monthly/annual usage charges or membership charges • New Construction • Curriculum Development • Photocopying • Installation or labor costs to renovate facilities • Non-instructional furniture including teacher and students chairs and desks

Enhancement Grant FY-2013 • ProStart I &ProStart II will be considered for enhancement grant funding pending: • Full program • 400 hrs of employment for students • Passing year I and year II exams • Approval by MO ProStart Coordinator (Hank Huitt) • Registration with the National Restaurant Association and meet Association requirements • Have a separate advisory committee

Enhancement Grant FY-2013 • Continued… • Teacher professional development • i.e. seeking certification as a Certified Secondary Foodservice Educator • Large percent of students taking the end of first year and second year ProStart exams • Connection with industry • Provide mentoring experiences for students • Large number of students receiving the Certificate of Achievement

  14. Statement of Need • Make sure program is on the High Demand List for your area of the state. • Why do you need the funding for your Program? • What will the funds be used for and how will the items requested improve the CTE program and enhance student learning?

  15. Planned improvements • What are your planned improvements and how will they support the statement of need (i.e. program and student enhancement and achievement) • Must be broken down by teacher and location. • Each teacher/room must have a separate FV-4 & FV-2.

  16. Evaluation System • How do you determine locally if your program is successful or whether the improvements implemented through the use of grant funds had a positive influence upon the identified needs? • How do you evaluate student performance in the program area?

  17. Budget Detail • One budget detail for all programs • Indicate the following: • CIP code • Program name • New or existing • Anticipated enrollment • Demand occupation determination • Proposed total and grant fund expenditures for each program area

Enhancement Grant • Important Dates • Changes Due by December 31, 2012 • July 1, 2012 through May 15, 2013 • Grant award time frame • Items can’t be purchase prior to July 1 • March 31st 2013 • FV-2’s due for reimbursement for current school year (March 31, 2013) • Request for FY 2014 • Usually the last business day in February (Thursday February 28, 2013).

  19. Enhancement Grant FY-2013 Beginning FY 2013 all change requests must be submitted by December 31st.

  21. When Should the TSA Assessments Be Given?

  22. Secondary • Typically seniors • Administered at the end of program completion • Must be a concentrator • LEA responsible for contacting testing vendor to coordinating assessment dates and testing criteria/requirements • http://www.dese.mo.gov/divcareered/perkins_iv_tsa.htm

  23. How Do You Determine if a Student Passes or Fails the Assessment?

  24. Determining Pass/Fail • 4 Ways to Determine TSA Pass/Fail • 1. Testing vendor provides cut score • 2. National average • 3. Bundle (average to determine cut score) • 4. 65% Cut Score

  25. Reporting TSA • Data submitted in June reporting cycle in student’s core file • All student concentrators must be reported as 1 of the 6 TSA code-sets (chart next slide)

  26. Technical Skill Attainment

Who is Responsible for Giving Skills Assessment? • Administered by the institution where student completes the career education program • If a student completes several career education programs, it will be a local decision to report which assessment most accurately reflects the personal plan of study

  28. Who Will Pay for TSA Assessments? • Perkins Funds • Local Funds • At this point, there are no additional funds available to pay for technical skill assessments. • It is a local decision to determine how Perkins funds are distributed among its’ members
