EUMC prime objective “… to provide the Community and its Member States with objective, reliable and comparable data at European level on the phenomena of racism and xenophobia in order to help them take measures or formulate courses of action within their respective spheres of competence.” Council Regulation (EC) No 1035/97 of 2 June 1997, Article 2. 1.

  3. EUMC data collection “The Centre shall set up and coordinate a European Racism and Xenophobia Information Network (RAXEN) consisting of the Centre's own central unit, which shall cooperate with national university research centres, NGOs and specialist centres.” Council Regulation (EC) No 1035/97 of 2 June 1997, Article 2. 1.

EUMC work on Racial Equality Directive • Art 17 Racial Equality Directive mentions EUMC • Focus: Effectiveness of measures, identification of good practices • Availability of procedures for the benefit of victims of discrimination which are easily accessible with good success chances • Availability of legal assistancefrom a specialised body and/or from civil society which is free and easily accessible.

Some Findings • Not a single court case against ethnic discrimination 2000-2005: MT, PL • lack of statistics regarding cases on ethnic discrimination: CZ, DE, EE, EL, ES, CY, HU, SK, FI • Poor success rate in front of Danish Special Body: only 1 case leading to free legal aid in period 2003-2006 • Positive trend through work of special bodies: CY, HU, AT, SK, FI
