AUX Communications on Patrol • Facility must have 2 Way Comms • CG Unit, ACOE, Police, Fire Dept, Marina relay between facility & USCG • OPS & POSN – 30 mins SUMR, 60 mins SLMR • Comms lost – Terminate Patrol • Safe haven until comms is re-established Eighth Western Rivers 2014 Operations Workshop

Minimum Crew Requirements for AUX Facilities • Article 1.N of AUX OPS Policy Manual: • Must have minimum certified crew aboard • No single-handed operation except . . . • Emergency situations to get vessel back to dock • Launching & recovery at boat ramp Eighth Western Rivers 2014 Operations Workshop

  8. Minimum Crew Requirements for AUX Facility • OTO is the only one who may grant crew size waivers • DIRAUX letter will spell out conditions of waiver • DDC-R or DSO-OP are only ones authorized to update AOM to reflect waiver Eighth Western Rivers 2014 Operations Workshop

Physical ability to perform as a coxswain or crew • The trainee/crew/coxswain must successfully perform each task: • Personally without assistance • With little hesitation • With confidence • Safely • All members must demonstrate the skill, mobility and endurance • to safely perform their duties. Physical ability to perform as a coxswain or crew • Members who are ill/injured have a responsibility to inform the coxswain • Coxswain must ensure safety of crew • Do NOT continue a mission with a physically/mentally compromised crew member to avoid hurt feelings! • This standard applies to coxswains too! Certified Crew & Currency Maintenance • Coxswains responsible for choosing certified crew • Individuals responsible for meeting currency requirements • Schedule recertification check-rides early • Late season check-rides impacted by: • Weather • Fiscal limitations • QE availability Eighth Western Rivers 2014 Operations Workshop

SUMR AUX Cell Phone Possession -- Embarked • Do not carry on person, except PWO for COMMS • Place on-board in dry & secure area • Reason - damage and property loss • Consideration - Cell phones required for communications in some limited VHF coverage areas Eighth Western Rivers 2014 Operations Workshop

  13. Important Reminder • Cell Phone Texting– per ALCOAST 382/10 • No cell phone use without Coxn permission • Vessel must be stopped in a safe location for operator to use cell phone Eighth Western Rivers 2014 Operations Workshop

SUMR AUX Embarkation of Non-Aux Personnel • Non-Coast Guard on AUX Facilities • No non–AUX guests or passengers (including family) on facilities unless: • Order Issuing Authority (OIA) authorizes • Process - • Request 2 weeks in advance • Route via ASC with INFO Copy to SO-OP • Approval by e-mail to Coxswain or Pilot • Must receive approval to go Eighth Western Rivers 2014 Operations Workshop

SUMR AUX Embarkation of Non-Aux Personnel • Process (continued) • Approval can be granted for all patrol types • Training patrols receive greater scrutiny due to inherent risks • If patrol becomes operational mission • Coxswain must advise SUMR of non-AUX personnel • Non-AUX personnel may remain • Coxswain must perform Operational Risk Assessment in coordination with SUMR and Chief of Response • Coxswains should act first if lives are in immediate danger • Brief SUMR once the situation has stabilized Eighth Western Rivers 2014 Operations Workshop

  16. SUMR Marine Assistance Request Broadcast (MARB) • SUMR Policy • SUMR Cmd Ctr broadcasts MARB for non-distress cases • If AUX responds or it was a “happen-upon” no need to do MARB • AUX may request MARB from SUMR Cmd Ctr • MARB effectiveness may be spotty due to gaps in radio coverage areas & lack of commercial tow operators in SUMR AOR Eighth Western Rivers 2014 Operations Workshop

  17. SLMR AUX Cell Phone Possession -- Embarked • SLMR does not cover any loss of a cell phone • Reasonable care should be exercised at all times Eighth Western Rivers 2014 Operations Workshop

SLMR AUX Embarkation of Non-Aux Personnel • Non-Coast Guard on AUX Facilities • No non–AUX guests or passengers on facilities unless: • Order Issuing Authority (OIA) authorizes for event or patrol • Process- • Advise Command Center when reporting start of patrol • Family members will not be authorized for patrol Eighth Western Rivers 2014 Operations Workshop

Safety is Priority One! • Remember  safety of the crew, the public, and the vessel take priority over the mission • Personal Locator Beacon (PLB) – Key piece of safety equipment • Issued to Coxswains and PWOs • Have it on board • Check the battery expiration date • Keep it registered with NOAA Eighth Western Rivers 2014 Operations Workshop

  20. Promoting Safety • Wear PPE correctly • Ensure facility is properly equipped • Operate vessel safely • Comply with Navigation Rules • Observe no wake zones Demonstrate Professionalism! Eighth Western Rivers 2014 Operations Workshop

HAZMAT Hazardous Materials • Steer well clear of ANY HAZMAT situation unless you have a certified HAZMAT responder on your crew with appropriate HAZMAT PPE • Observe, Protect, Report • Observe for signs of HAZMAT • Protect your crew and public from exposure • Report immediately to OPCON Eighth Western Rivers 2014 Operations Workshop

  22. Operational Risk Management (ORM) • Accept No UnnecessaryRisk • Accept risk when benefits outweigh costs • Make risk decisions at the appropriate level • ORM never stops! Eighth Western Rivers 2014 Operations Workshop

Operating in Reduced Visibility NAVRUL - Rule 19 Procedures for Reduced Visibility • Maintain a lookout as far forward as possible • Reduce speed • Proper sound signals • Navigation lights on • Radar on and monitored if you have it on your vessel • Avoid course alterations to port for vessels ahead Eighth Western Rivers 2014 Operations Workshop

Liability • Orders do not guarantee liability coverage • Legal process bases coverage on a review of the circumstances and facts involved • Your actions - • Must be within your qualifications and training • May not exceed the facility capabilities • Must not go beyond the scope of Auxiliary duties • Coverage may be denied by the Coast Guard if are operating out of bounds Eighth Western Rivers 2014 Operations Workshop

Operational Guidelines • Remember, we are prohibited from: • Boardings for law enforcement purposes • Investigating complaints of negligent operation • Violating any navigational rules • Creating any situation that would place any vessel in navigational extremes Eighth Western Rivers 2014 Operations Workshop

Radio Communications • Maintain high professional standards • Use appropriate pro-words • Use phonetic alphabet properly • Use appropriate channels • NEVER use . . . • “10 codes” • Unauthorized prowords, abbreviations and procedures • Chummy language • Personally identifying information • Review Boat Crew Seamanship Manual, Chapter 11, paragraph D.2. Operational Photos and Video • Coast Guard Policy • ALL photographs and video taken aboard Coast Guard Auxiliary Facilities under orders, including those taken with personal cameras and cell phones, are government property and subject to screening prior to release Eighth Western Rivers 2014 Operations Workshop
