  1. Thailandpresentation for AAAH first session Current status of proposal writing or application for the Global Fund Round 7grants CCM Thailand plans to submitted proposal on Three Diseases component (AIDS/TB/Malaria). The Technical Committee (TC) on HIV/AIDS, TB and Malaria were appointed by CCM are responsibility to assess and determine effective proposals. Gap/situation analysis meetings on the three diseases among various organizations were held in order to brainstorm on the current situation of the three diseases in the country as well as any implementing programme responded to that epidemically situation. Therefore the gaps were identified as well as vulnerable groups, strategies, expected outcome that will be add to the new round proposal. The results derived from the Gap Analysis meeting together with the proposals submitted were considered, selected and combined and then, handed over to the proposal writers and also call for project proposals or implementing agencies.

For HIV component status: • Theme: Reduction of new HIV/AIDS infections among 3 vulnerable group including MSM, SW and IDU • Sub-group population (MSM, SW, IDU) and PR nomination process was approved by CCM • Call for expression of interest as implementing partners • Set up a screening committee for Sub-recipients selection (consist of government, academic professional and civil society representatives) • Review and collect country data to support proposal writing • Consolidate strategies of HIV sub- group population • Identify monitoring and evaluation framework • HIV sub-components discussion group

For Malaria component status: • Scope and framework of Malaria Round 7 Proposal Development was approved by CCM as follow • Malaria prevention and control in migrant workers and their families. • Strengthening of multi-drug-resistant (MDR) malaria surveillance system • Malaria prevention and control in unrest situation areas • Called for project proposal and implementing partners • The TWG meetings for the Malaria proposal development

For TB component status: • The TB Technical Committee on site visited of TB program under the Global Fund support Round 1 to identify problem, challenges and lessons learned and held the meeting to identify Gap analyses problems of the TB activities in Thailand that can summarized briefly as follow:  • Mechanism to request for GFATM support • Involvement of Communities  to fight TB – Support capacity building  of communities and affected persons, awareness of TB and care and treatment • Community Advocacy and mobilization • Community participation in TB care

Challenges or limitations in integrating HSS into disease components of the proposal • Challenges: • Setting up comprehensive system for hard to reach population groups • Civil society roles in HSS • Budget proportion for HSS • Approach and accessibility of the programme • Sustainability of the programme • Expected activities done after the end of GF • Community/ Local Administrative Organization participation in order to take their responsible (for funding, advocacy, provision of treatment and care, etc.) after the end of GF • Technical sustainability which will be functioned without external technical support • M&E System

Limitation: • Data (surveillance and population size) on hard to reach population groups – MSM, SW, IDU, migrants- is not available for baseline • Limited data on health capacities related to the hard to reach population groups • Government policies are not existed for NSP and Long-term methadone maintenance or for migrants

  8. Expectations from attending this workshop • Understanding concept of integrating HSS into disease components of the proposal • Ideas and guidelines for preparing sound GF Round 7 proposal • Come up with draft proposal and feedback from experts
