Project Background • Current Policy • Since 2002, Wisconsin has received a waiver to lift the time-limit on FoodShare benefits for Able Bodied Adults without Dependents (ABAWDs) • Since 2008, Wisconsin has operated a voluntary FoodShare Employment and Training (FSET) program • Policy Changes • Because of the rebounding State economy, Wisconsin plans to support ABAWDs through the transition to independent employment by implementing time-limited FoodShare benefits and ABAWD work requirements. • Drivers • Anticipated impacts of implementing the new policy include: • Shift in overall participant demographics • Increase FSET program participation • Change in FSET program administration needs • The following slides provide an overview of the enhancements DHS plans to make in CWW and that DCF plans to make in CARES.

  3. Project Timeline The FSET/ABAWD project will be released using a pilot approach, with the pilot go-live on 6/30/14 and the statewide go-live on 01/01/15. The pilot counties are Kenosha, Racine, and Walworth. Timeline *Phases overlap

  4. New Page - FS ABAWD Exemption As part of the FSET/ABAWD Policy Enhancements project, a new page called FS ABAWD Exemption will be created. The purpose of the page is to collect worker-entered FS ABAWD exemptions for an individual and to display current exemptions entered on other pages.

  5. New Page - Refer to FSET As part of the FSET/ABAWD Policy Enhancements project, a new page called Refer to FSET will be created. This page allows an IM worker to refer FS individual to the FSET program. This page will take the place of CARES screen AIWP for the FSET program.

  6. AIWP Suggested Changes • Currently the AIWP mainframe screen is used for the management of W-2 and FSET. Since FSET is being transitioned to a new tool in CWW, AIWP should be enhanced to accommodate the changes. • As of July 1, 2014 AIWP will not allow workers to send FSET referrals for the FS members for the new FSET Pilot counties Racine, Walworth, and Kenosha. • As of January 1, 2015 AIWP will stop generating FSET referrals entirely.

  7. Benefits Received Page Changes • As part of the FSET/ABAWD Policy Enhancements project, the following changes will be made to the Benefits Received page: • "Outpatient Drug/Alcohol Treatment" will be renamed to "Inpatient / Outpatient Drug or Alcohol Treatment". The individual will be marked as "Exempt ABAWD" only if this information is verified. If not verified, the individual will be marked as Non-Exempt ABAWD. • A new verification field will be added to verify the individual's participation as an inpatient or outpatient in drug or alcohol treatment.

  8. Disability Changes • As part of the FSET/ABAWD Policy Enhancements project, the following changes will be made to the Disability page: • The field "Is this individual currently incapable of working due to illness or injury" will be changed to "Is this individual currently physically or mentally incapable of working?". The individual should be marked as "Exempt ABAWD" only if this information is verified. If not verified, the individual should be marked as Non-Exempt ABAWD. • Individuals assigned as a Caretaker on this page will be considered an "Exempt ABAWD" if the details are verified.

  9. Confirmation and Post Confirmation Changes • As part of the FSET/ABAWD Policy Enhancements project, the following changes will be made to the page scheduling from Confirmation. • Post Confirmation Page/AIWP - The Tran code will be blank if there is no W-2 or Medicaid deductible (met or unmet) for a case that is part of the pilot counties (county of residency). The system will continue to display AIWP when W-2 exists for a case. • Post Confirmation Page/AIWP - The Tran code will continue to display AIWP if there is a W-2 or FS and the case does not belong to a pilot county until statewide implementation. The system will continue to display AIWP when W-2 exists for a case. • Refer to FSET – The page will be scheduled if FS is requested and the case is in the Pilot Region. Otherwise, the page will not be scheduled. After the statewide release, the page will be scheduled any time FS is requested.

  10. CWW Home Page As part of the FSET/ABAWD Policy Enhancements project, the CWW Home Page will be enhanced to show recently viewed PINs in the Recent Cases/RFAs/ACCESS Applications/Change Reports section.

  11. Individual Summary • As part of the FSET/ABAWD Policy Enhancements project, the Individual Summary page will be enhanced to show two new FSET options • View FSET Participant Summary • View FSET Referrals
