CDLIS Modernization (C-Mod) • Description • Commercial Drivers License Information System (CDLIS) Modernization 5.2 impacts CDLIS functionality in MVD2.0, mainframe, interfaces and miscellaneous MVD applications • Justification • With the cancellation of the HP contract for MVD Reengineering, it became necessary to immediately begin modifications to legacy Driver applications to become compliant with C-Mod mandates by the January 30, 2012 deadline • C-Mod changes for Drivers will be used for the next iteration of MVD Reengineering

C-Mod Components • Name Expansion • Increase name length to match new federal guidelines • FN = 40, MN = 35, LN = 40, Suffix = 5 • Ten-Year History Check/Driver License Number (DLN) Survey • Requires Ten-Year History check when issuing, renewing or transferring a CDL • Driver provides a list of all jurisdictions where licensed during past ten years • If driver does not remember DLN, MVD initiates a query to obtain the DLN from other jurisdictions in order to complete the Ten-Year History Check • US Patriot Act • Requires background check for CDL drivers with a Hazardous Materials Endorsement (HME)

C-Mod Components - continued • Medical Certification • Requires electronic capture and storage of medical certificate information on MVD database and CDLIS central site • CDL holders no longer required to carry physical document • Admin Per Se • Requires MVD to notify other states when CDL drivers are served with certain alcohol-related actions • Report sent to other states after final adjudication • Passenger 16+ • CDL drivers with out of service orders in effect and found to be driving a commercial vehicle with sixteen or more passengers can have their commercial driving privileges revoked

Conclusion • With cancelation of HP contract, immediate changes to legacy applications needed to implement C-Mod mandates by the deadline • Funding needed to supplement the MVD development staff and hire PM and IV&V • ITD communicates regularly with AAMVA to verify C-Mod requirements and keep them apprised of our progress • Successful completion depends on AAMVA’s availability to facilitate casual/structured testing and certify the results 9
