  1. Tower HamletsCouncil for Voluntary Services Evidencing need and where to include this in your LCF bid

  2. Preparing your case that your LCF project is needed Evidence of Need • The Tower Hamlets LCF Fund will not invest in a project if they don’t think it is needed. • It will be up to you to show the bid assessors why it is needed. • It is recommended to present different three ‘tiers’ of evidence of need to help express to the funders that there is a need for your project.

  3. Tier 1. Need identified at service level • Describe the community you serve • Describe their needs and issues • Describe how these issues affect them in their daily lives e.g. lead to social isolation/ receiving stigma and being marginalised/ affect their chances of getting a job/ affect their ability to achieve at school - Use statistics on how many people locally have these issues - Use focus group, user- consultation or co-production evidence if you have it

  4. Tier 2. Need identified at local and regional level • Research the Tower Hamlets References, strategies and data sources page on the Tower Hamlets borough website: • Use this link to access documents which we will quickly go through in the next slides • https://www.towerhamlets.gov.uk/lgnl/advice_and_benefits/voluntary_organisations/LCF/References_strategies_and_data_sources.aspx

Tier 3: Need identified at national level • If you know national need you can include this for example research and copy and paste well-chosen sentences from e.g.: • national charities reports; • government reports. But remember – this is a Local Community Fund. It is designed to support the needs of Tower Hamlets residents so you should concentrate more on evidencing need from the previous Tier 1 & 2 slides.

  11. Where to include your Evidence of Need in the LCF application There is not a question in the bid which directly acts you answer ‘Why is your project needed?’ But you DO NEED TO INCLUDE EVIDENCE OF NEED IN THE FOLLOWING QUESTIONS

  12. Add some of your evidence of need in the Project Description This question scores 25 points and you need to answer ALL the following elements in just 1000 words • What the activities/services are; • Plans for delivery – where, how, how frequently, numbers of beneficiaries • How you will reach your target beneficiaries; • Geographic area targeted; • Details of any partnership arrangements. These may be informal links to other services or more formal consortium arrangements; • ****Details of why you think your project is needed such as local research and user feedback*** • Details of how your proposal will help achieve the service priority set out in the prospectus • Evidence that appropriate standards, check and training will be in place (e.g food hygiene, DBS checks)

  13. We have a separate module later today and next week on Developing your Project Description Come along to this if you can

  14. Incorporating evidence of need into the Local Value question There are lots of points you need to address in this question – please refer to your guidance. In terms of NEED they ask you to include the following: • Good knowledge of the neighbourhoods, needs and services where you work (or are planning to work); Evidence of local knowledge through: • User feedback • Local research of needs

  15. Incorporating Evidence of Need into the Equalities and Diversity question In this question you are asked to provide information which • demonstrates your awareness of the diverse needs of the community/area targeted by your project • details of what actions you have/will take to ensure that equalities and diversity issues are addressed in the planning and delivery of project • a profile of the anticipated beneficiaries of your project – if there are any specific group(s) you will be seeking to target, please explain why

  16. TOP TIP for incorporating Evidence of Need into your LCF bid Firstly • Do your research. • Gather appropriate quotations and statistics from the local strategy links in earlier slides • Gather key points from your own consultations/focus groups which identify the needs of your service users • Put them in a separate word document and have them ready to copy and paste. • Then when you are writing the FULL answers to the questions for Project Description, Local Value and Equalities and Diversity you can ‘share out’ your evidence between these questions, wherever you think they sit best.
