Demographic Data (DUG) – Background • Since 7/1/16 AHCCCS has solicited stakeholderfeedback in a variety of ways regarding provider reporting of Demographic and Outcome Data Set (commonly known as the DUG) data • Consistent message is that there is an undue burden placed on providers for reporting this data, most of which is necessary for grant reporting Reaching across Arizona to provide comprehensive quality health care for those in need

Demographic Data (DUG) – Background, cont. • Also included, however, are important elements regarding members’ social determinants of health which could be leveraged by AHCCCS and its Contractors to improve member outcomes • Effective 10/1/18, with BH services for the majority of members managed by a number MCOs in the same GSA, simplification at the provider level must be a priority Reaching across Arizona to provide comprehensive quality health care for those in need

Demographic Data Transition – 3-Pronged Strategy • After extensive research, numerous workgroups, and a thorough review of critical stakeholder feedback, AHCCCS has developed a 3-pronged strategy to transition the collection of demographic data • Goal is to reduce the number of data points providers will be required to report in order to relieve administrative burden, and to ensure that the current burdensome process is not duplicated with the implementation of the AHCCCS Complete Care (ACC) Program Reaching across Arizona to provide comprehensive quality health care for those in need

Demographic Data Transition – 3-Pronged Strategy, cont. • Strategy 1: The Use of Alternative Data Sources • AHCCCS, with the assistance of stakeholders, has identified demographic elements that currently exist in other AHCCCS data systems, and/or are available through other data source agreements – examples: • Date of Birth • Race • Gender • The use of alternative data sources will be implemented October 1, 2018 Reaching across Arizona to provide comprehensive quality health care for those in need

Demographic Data Transition – 3-Pronged Strategy, cont. • Strategy 2: The Use of Social Determinants of Health ICD-10 Diagnosis Codes • AHCCCS will begin to use Social Determinants of Health diagnosis codes reported on applicable claims for all providers, to track member outcomes where possible • AHCCCS will require the usage of these codes beginning April 1, 2018 • A communication is begin distributed through a variety of channels Reaching across Arizona to provide comprehensive quality health care for those in need

Demographic Data Transition – 3-Pronged Strategy, cont. • Strategy 3: AHCCCS Development of an Online Portal for Providers • For demographic elements with no alternative data source or Social Determinate identifier, AHCCCS will create an online portal to be accessed directly by behavioral health providers for the collection of the data elements for members • Collected data will then be shared by AHCCCS with all involved ACC Contractors, RBHAs and TRBHAs. Demographic Data Transition – 3-Pronged Strategy, cont. • The Portal is expected to be effective October 1, 2018 • The current DUG process will be discontinued upon the implementation date of the Portal • In the interim, no changes to the current DUG process are contemplated Reaching across Arizona to provide comprehensive quality health care for those in need

Demographic Data Transition – 3-Pronged Strategy, cont. • Data Sharing and Testing: • All of the demographic data collected by AHCCCS, via one or more of the three methods, will be shared with the ACC Contractor, RBHA, or TRBHA with which the member is enrolled • AHCCCS will work closely with providers, ACC Contractors, RBHAs, and TRBHAs to test both the Portal and the transmission of member specific demographic data to the plan of enrollment and RBHA for the members GSA Reaching across Arizona to provide comprehensive quality health care for those in need

Demographic Data Transition – 3-Pronged Strategy, cont. • Next Steps: • Distribution of a Provider Communication specific to the adoption of Social Determinate diagnosis codes • Distribution of an All Stakeholder Communication specific to the 3-Pronged Approach including details and timelines Reaching across Arizona to provide comprehensive quality health care for those in need
