FIRST TECHNICAL PROGRESS REPORT AND FIRST ANNUAL FINANCIAL REPORT The first part will be fulfilled by Pilar Pina (technical progress report); as for the second part, I’ll manage it, with the help of the European Projects Office, at the University of Zaragoza. As far as the financial report is concerned, the most delicate parts, from my point of view, are the points 6 and 7. As you remember, we have to submit the first technical progress report and first annual financial report to the European Commission, at the latest, on the 1st of March. We, as Coordinators, should have your reports, at the most, on the 4th week of January, as to have enough time to revise them and gathering them. Lo de los plazos es bastante relativo: Tengo que estar detrás de todos para que vayan entregando los informes, etc., con recordatorios y avisos. Hay retrasos en algunas tareas, por diferentes causas.   6. POINT 7 7. Financial statements – Form C and Summary financial report. We, as Coordinators, must submit a separate financial statement from each beneficiary together with a summary financial report which consolidates the claimed Community contribution of all the beneficiaries in an aggregate form, based on the information provided in Form C (Annex VI) by each beneficiary. When applicable, certificates on financial statements shall be submitted by the concerned beneficiaries according to Article II.4.4 of the Grant Agreement. 4. A certificate on the financial statementsshall be submitted for claims of interim payments and final payments when the amount of the Community financial contribution claimed by a beneficiary underthe form of reimbursement of costs is equal to or superior to EUR 375,000, when cumulated with all previous payments for which a certificate on the financial statements has not been submitted. This certificate must be forwarded in the form of a detailed description verified as factual by its external auditor (Form D - Annex VII). However, for projects of a duration of 2 years or less, the certificate on the financial statements shall be submitted only for claims on final payments when the amount of the Community financial contribution claimed by a beneficiary, in the form of reimbursement of costs, is equal to or superior to EUR 375,000 when cumulated with all previous payments. IMPORTANT: The Form C varies with the funding scheme used. Please make sure that you use the correct form corresponding to your project.   7. POINT 7 7. Financial statements – Form C and Summary financial report. A web-based tool for completing and submitting the forms C for financial reporting in FP7 is available on-line. A PowerPoint presentation is attached in our web page. It explains how to access and fill this form. For FP7 they have to be accessed and filled by the project coordinators via SESAM web site. Only Coordinators have access (in a later version individual beneficiaries will be able to view, edit and print their own Form C). At the moment, you can fill the xls Form C which I have uploaded to our web page. FORCE was put in production allowing coordinators to upload directly FP-6 and FP-7 Forms C in CPM.   13. FIRST ANNUAL TECHNICAL PROGRESS REPORT Dudillas técnicas respecto a los archivos pdf defitivos. Consulté a través EC-FP6-IT-HELPDESK@ec.europa.eu. Su respuesta: A/ "'If flat rate for indirect costs, specify %' " .. this is a bug in the application. It is resolved in the next version soon in production. In the meantime the users can fill in this manually in the printout. B/ PIC is not filled by the application. For the moment FORCE does not know about PICs , since in CPM database ( our reference db this is not always available). This feature will be implemented as soon as in CPM the OMM_ID's are migrated to PICS. In the meantime the users have to fill this information manually.   14. 1st ANNUAL TECHNICAL PROGRESS REPORT -Punto 6 (gastos principales y breve explicación). • Punto 7 (Form C). Fui repasando las cifras, para ver si entraban dentro de la normalidad, comparándolas con el plan financiero inicial. • Caso de uno de los socios (saltó la alarma con sus cifras). Están asumiendo tareas que no habían contemplado (algunas de otros socios que, por diferentes razones…). Consulté con Oswaldo y el Officer, para ver si haría falta solicitar una enmienda (los gastos globales quedaban inmutables; sólo había cambios de partidas). Aceptó e hice circular esto entre los socios. Algo similar había ocurrido con otros socios (propuesta de cambio entre partidas, manteniendo la cantidad global inmutable, consulta con el Officer y asentimiento de los socios), pero lo hicimos tranquilamente; no el último momento. • Resumen del gasto de person-months durante el año. • Indicación de los retrasos o prórrogas en cada tarea, para modificar el cronograma. • Información técnica sobre sus tareas a lo largo del último semestre; la mayoría estaba ya indicado en otros entregables del primer semestre (9.1 y 1.1) y otros que hay que adjuntar ahora con el informe anual: 1.2 y 2.2. Por retrasos generales, hemos decidido aplazar el Deliverable 2.1 hasta abril (nos sobran person-months para dedicar al WP2).
