  4. 700/800 MHz Radio Training Definitions: • Talk Group: a “Named Virtual Channel” (no real permanent change in frequency within the radio occurs) • Code Plug: The Programming parameters or set of instructions built in a computer and entered (flashed) into the radio On Target Training & Consulting, LLC.

  5. 700/800 MHz Radio Training Definitions: • Fleet map: All resources, including Talk Groups an entity will have or utilize for communications. • Must be in a participation plan • Includes Talk Groups, paging etc. • Talk Group layout: The positioning of Talk Groups in the radio. On Target Training & Consulting, LLC.

  6. 700/800 MHz Radio Training Fleet mapping The planning, design, and Implementation of a fleetmap and talkgroup layouts should be: • Standardized • Mission Driven • Balanced • Logical On Target Training & Consulting, LLC.

  7. 700/800 MHz Radio Training Fleet mapping • Standardized • Naming conventions • Local, Regional, State, Natl. • Policies and Standards • Local, Regional, State, Natl. • Training • Resource utilization • ICS/NIMS Protocols On Target Training & Consulting, LLC.

  8. 700/800 MHz Radio Training Fleet mapping • Mission Driven • Multidiscipline approach • Designed for interoperability • Can we use interoperability within our own discipline and entity? • ICS/NIMS Protocols On Target Training & Consulting, LLC.

  9. 700/800 MHz Radio Training Fleet mapping • Balanced • Dedicated, exclusive talk-groups for each agency or discipline • Shared talk-groups for mutual aid or interoperability within the entity • Shared talk-groups for regional, statewide, national or specialized agencies On Target Training & Consulting, LLC.

  10. 700/800 MHz Radio Training Fleet mapping • Logical • Don’t Reinvent the Wheel • What is currently deployed • K.I.S.S. (Keep it Simple) as best you can. • Help is available • Current users on the system • State (ARMER and MNDOT) • Private Contractors Vendors, i.e. Radio Vendors On Target Training & Consulting, LLC.

  11. 700/800 MHz Radio Training Interoperability Safecom defines interoperability as: “The ability of emergency responders to work seamlessly with other systems or products without any special effort.  Wireless communications interoperability specifically refers to the ability of emergency response officials to share information via voice and data signals on demand, in real time, when needed, and as authorized.” “Communications interoperability also makes it possible for emergency response agencies responding to catastrophic accidents or disasters to work effectively together. Finally, it allows emergency response personnel to maximize resources in planning for major predictable events such as the Super Bowl or an inauguration, or for disaster relief and recovery efforts.” On Target Training & Consulting, LLC.

  12. 700/800 MHz Radio Training Interoperability Can we agree that interoperability is: “The ability of emergency response officials to share information via voice and data signals on demand, in real time, when needed, and as authorized.” What does this really mean? It is not: “we can listen or talk whenever we want to, to whomever we want to” On Target Training & Consulting, LLC.

  13. 700/800 MHz Radio Training Interoperability • Can we also agree that interoperability should be: • As seamless as we need it to be? • Utilizing ICS principles? • Incident driven? • Utilizing Plain language? • Standardized as much as possible? • Evaluated/reviewed after each incident? At least the major ones? • Now lets discuss the Matrix: • Concepts • Methods • Standards • Policy’s • May not be a one-stop shop fits all On Target Training & Consulting, LLC.

  14. Interoperability matrix Start with your agency Build layers of interoperability Consider all disciplines AGENCY LOCAL REGIONAL STATEWIDE NATIONAL Interoperability On Target Training & Consulting, LLC.
