  2. The G-8 Global Partnership at 10:whenlookingahead – wehaveto look back, and whenlooking back wehavetoconsider the futureto get the right frame for interpretation. Lars van Dassen

Looking back: • The GP wasestablished in 2002 by the G-8 in responseto a new levelof global terrorist threats • Focussed on Russia and later Russia and Ukraine • Has achievedtremendous progress as concerns submarine dismantlement, abolition ofchemicalweapons, controlofnuclear and radioactive materials Lars van Dassen

  4. LookingAhead: • The GP has in 2012 beenextended for ten more • years till 2022 • It now has 24 members – and willhaveevenmore • Withactiviites in all regions of the world • . . . And in all WMD areas • Yet, in Russia and Ukrainemanythingsremain • to be done in the (”legacy”) radiological/nuclearfield Lars van Dassen

Mixing the Old Agenda and New Times • -Is necessary for itsown sake toremedy the Cold War • legacyissues for whichwe all have a sharedresposibility • Is necessary in order tocreateconfidence is the GP • as an institution and problem-solver – everywhere • The GP work by partners in Russia and Ukraine is a • wellof information and inspiration for thosewho start • working in other regions and withotherissues Lars van Dassen

The GP 2012 - 2022: A Choice ofTwo Spirals • Upward: Russianauthoritiesstate the issueswherecooperation is needed and facilitatesproject implementation. • -Thiswillattract partners toworkwithRussia and inspirework in other regions and on otherissues Downward: Unclear definitions ofremaininglegacyissues as well as struggleswithproject implementation willreduce the abilityofgovernmentstoensurefunding and continued engagement Lars van Dassen
