  2. The National Cyclone Risk Mitigation Project (NCRMP) has been drawn up with a view to address the Cyclone risks in the country, with World Bank assistance. National Cyclone Risk Mitigation Project • Objective- to reduce the cyclone risk and vulnerability in the coastal areas, develop an effective Early Warning Dissemination System to ensure last mile connectivity, erect Cyclone Risk Mitigation Infrastructure , build capacity of the coastal communities for risk mitigation. • Four Components- Comp.-A (EWDS); Comp.-B (Cyclone Risk Mitigation Infrastructure); Comp.- C ( Technical Assistance for Risk Mitigation & Capacity Building/Knowledge creation); Comp.-D (Project Management & Implementation Support). • Initial Outlay- Rs. 1496.71 Cr. ( World Bank share Rs. 1198.44 Cr. and State share Rs. 298.27 Cr. from AP and Odisha). Outlay enhanced by Rs. 835 Cr. for Additional Financing of Phase-I in July, 2015; revised outlay of Rs. 2331.71 Cr. further revised to Rs. 2541.60 Cr. in May 2017. • Phase-I-commenced on 14.01.2011 for 5 years which is extended up to March, 2018 covering Andhra Pradesh and Odisha.

  15. Agenda Item ( e ) Status of Shelter Level Training under Component C by States • Odisha has conducted Social Mobilization Shelter Level orientation trainings done for 316 MPCS. Training Calendar for two rounds of 11 days training programme have been prepared and First round of training will start from 1st week of August & completed in October, 2017 and Second round will be completed by March, 2018 • Andhra Pradesh has conducted 114 Training programs through Red Cross. Remaining will be completed by September, 2017

  16. Agenda Item ( f ). Position of Handing over of MPCS • Andhra Pradesh has handed over 123 out of 141 completed Cyclone Shelters to Management committees. • Odisha has handed over 243 out of 258 completed Cyclone Shelters to Management committees. • States to release Corpus Fund as sanctioned.

Agenda Item (h) Observations of World Bank Implementation Support Mission – Andhra Pradesh • Make workers safety to be priority in construction works and monitor regularly • Expedite CSMMCs’ training programs on evacuation, first-aid, shelters, usage, operation and maintenance, etc., especially for the handed-over MPCS • Provide lightening conductors for all MPCS, already completed, under construction and in the tendering process • Ensure training programmes are completed by Red Cross • Ensure the transfer of corpus fund to MPCSs Committees • Make sure the information boards on construction site have complete information on contract details and grievance redressal mechanism • Finalization of Mangrove Plantation in Kruthivennu with Forest Department

Agenda Item ( h ) Observations of World Bank Implementation Support Mission – Odisha • Prioritize formation of CSMMCs in all target location, their bank accounts, transfer of corpus money and their training programs on evacuation shelters, usage, operation and maintenance, etc., especially for the handed-over MPCS • Ensure contract provisions including worker’s safety for all constructions are complied with and send a report to Bank on compliances. • Complete power connection in all MPCS. • Provide lightening conductors for all MPCS, already completed, under construction and in the tendering process. • Ensure contract compliances including information board, insurances, work plan, contract extension and contract closure: and submit a report on compliances. • Finalize the process, planning, fund flow and develop action plan on the community development work for 47 embankment villages

  21. Agenda Item (i) Extension of Financial Agreement from Oct.2017 to March 2018 • DEA forwarded the proposal of MHA to World Bank for the Extension of terms of Financial Agreement of NCRMP Phase-I conveying its ‘No Objection’ for the same in March 2017. • Under Consideration for Extension at World Bank.

  22. Agenda Item (j) Outcome Budget - Monthly Progress to MHA • NCRMP made a part of outcome budget document by Ministry of Finance, Govt. of India. • Physical and Financial progress report of NCRMP to be sent to MHA on monthly basis in the first week of the following month for perusal of Home Secretary. • All NCRMP States to furnish progress/expenditure report of the project to PMU, NDMA by 3rd of every month.

  23. Areas of Concern • Both States require to spend fund expeditiously • Urgent Action required to complete the balance works by March, 2018 in AP • Pending Site Identification in AP under EWDS to be completed • L&T to expedite work in AP and Odisha • Licenses pending with DoT in Odisha and AP • Unspent fund available with NIDM under PDNA study
