  1. Central Valley Integrated Flood Management Study (CVIFMS) • Agenda Item 9A • Resolution 11-28 • Amendment No. 1 to Feasibility Cost Sharing Agreement • December 2, 2011

Background • CVIFMS is the primary vehicle through which USACE is collaborating with the State on System-wide Flood Risk Management in the Central Valley. • Three Party Agreement Between USACE, CVFPB & DWR • Same Federal Authority as the Comprehensive Study • State/USACE Cost Shared Feasibility Study • Will Define Federal Interest in components of the State Systemwide Investment Approach (SSIA) • Refines and Resolves Critical Implementation Issues • Vehicle for SSIA to Congress and Authorization

CVIFMS Timeline • 1998-2002 Comprehensive Study • 2006-2009 State Initiatives and Legislation • CWC 9615 & 9620 – Collaborate with the USACE • CPRC 5096.820 & SB5 – Maximize federal funding • FY 2009, 10, 11 Congress appropriates funds to CVIFMS • 2009 CVFPB and DWR sign MOU for CVIFMS • 2010 CVFPB/DWR send USACE Letter of Intent as CVIFMS non-federal sponsor • 2010 FCSA for CVIFMS signed by CVFPB, DWR & USACE ($1.7M total for first phase)

Accomplishments to Date • During the first phase of the CVIFMS the initial $1.7M* was used for two main tasks. • Develop Project Management Plan (PMP) • Develop scope, cost and schedule for second phase • Produce 2012 CVFPP Federal Companion Document * State share of $860K consisted 100% in-kind work

Amendment No. 1 • During the second phase of the CVIFMS the objective is to prepare the federal companion study the to CVFPP. • Programmatic study to be completed in 2017 • Federal complement to the CVFPP • Will Identify federal interest in components of the SSIA • Total cost estimate- $43.4M • Cost share 50/50 between the State and USACE • 100% of State share ($21.5M) will be provided by in-kind work produced to support the CVFPP and CVIFMS

State/Federal Partnership Benefits • Information Sharing to Ensure Consistency and Coordination - Tools and data from past and on-going studies - Interagency technical Workgroups - Planning and Strategy Workgroups - Coordinated Public Outreach • Funding Leverage- Work-In-Kind - Reduction in Project Cost through shared resources and programs • Efficiency in Project Implementation - Synchronizes on-going USACE Projects with CVFPP - Provide support of CVFPP policies, measures and alternatives that are in the federal interest. • - Investigates, and potentially designs and constructs new USACE projects.

Requested CVFPB Actions • Consider Adoption of Resolution No. 11-28 which: Approves Amendment No.1 to the Agreement between the Board, DWR and the USACE for the Central Valley Integrated Flood Management Study in substantially the form attached hereto. Delegates to the Board President the authority to execute the amendment in substantially the form attached hereto.
