California Emergency Functions
  • California Emergency Functions (CA-EFs) are designed to be a grouping of state agencies and other stakeholders whose daily operations lend themselves to improving the State’s ability to:
    • effectively mitigate,
    • collaboratively prepare for,
    • cohesively respond to, and
    • rapidly recover from any emergency.
  • These stakeholders typically have similar functions that are in alignment with the most common needs of a disaster
  • In a response, resource requests will be handled through the SEMS process and CA-EFs will be transparent to local jurisdictions

  • The revised SEP will not require a revision of existing local Emergency Operations Plans (EOPs)
  • Local stakeholders will not be required to align with CA-EFs, but will be invited to participate in the CA-EF development process
  • SEMS and mutual aid will remain unchanged
  • Resource requests will follow SEMS system

    • Six regional focus groups (7/08)
    • Coordinated through OES Regional Administrators
