Outline of the planning process and decisions made to date • The Accommodation Working Group was given the challenging task of coming up with long term accommodations solutions for this study area • After a lengthy public consultation process during 2011, public delegations and debate, a solution was approved by the Ottawa-Carleton District School Board (OCDSB) in December 2011 • The solution approved is the exchange of the entire school populations and programs of First Avenue PS and Mutchmor PS with each other. This solution was termed “the switch” • The implementation of this project depended upon obtaining provincial funding

Recap - The Switch The OCDSB approved the following: • Construct an 11 Classroom Addition at Mutchmor PS • All FDK programs for both First Avenue and Mutchmor Public Schools to be in place by September 2014 • The introduction of a Middle French Immersion program at the First Ave PS site • Mutchmor PS (the former First Avenue population) would now offer a JK-6 Early French Immersion program while First Avenue PS (the former Mutchmor population) would offer a JK-6 Regular English program and offer a grade 1-6 Gifted English program. A Middle French Immersion program will be introduced • Centretown & Glebe area grade 7/8 students directed to Glashan PS. First Avenue JK’s would continue to be sent to Mutchmor PS for 2012 and 2013 as an Interim Measure

Outline of the current and future process • The Mutchmor PS addition project was submitted to the Ministry of Education as part of the OCDSB’s Capital Priorities process in May 2012 • Delays experienced in the announcement of the approved capital funding • OCDSB approved the engagement of Architects to start the process of design development in the fall of 2012 in the absence of funding announcements for projects with tight timelines (Mutchmor PS has to be ready by September 2014) • Staff started its work with the Architect (Barry J. Hobin and Associates) in November 2012 • The capital funding announcements were made on 14 January 2013

Outline of the current and future process continued • Ongoing concurrent activities include: • Mutchmor PS addition design refined • Consultation with the City - Site Plan Control • Consultation with the City - Heritage Committee • Staff to finish developing modifications for First Avenue PS • Geotechnical investigation • Design refined due to structural impact • Site Plan Control application

Outline of the current and future process continued • Milestones • Heritage impact 2 to 3 months • Site Plan Control 4 to 6 months • Ministry of Environment 2 to 3 months • Building Permit 1 to 2 months • Addition construction 11 to 14 months • Renovations at Mutchmor and First Avenue Public Schools will be conducted during the summer months only

Outline of the current and future process continued • Parking is a major issue • The addition alone drives the requirement for 17 parking spaces which can be accommodated on the existing site by using existing “grandfathered” spaces • There is a total minimum requirement for 43 parking spaces to meet the needs of increased staff • Option of providing underground parking was researched but it became cost prohibitive (an additional $3 million) and would delay the project one more year to 2015

Outline of the current and future process continued • Two basic other options are: • Construct parking spaces on the play yard across the street • Find alternative off-site parking (on street permits for 26 spaces?) • The development of the play yard will be the subject of a separate consultation process which will address the school and community needs together and determine a solution • This process is separate from the school project but will have to be complete by spring 2014

Wrap-up and Questions • Site Plan application process will continue • A public information meeting will be held and announced shortly • The design and procurement process will continue to meet the move in date of September 2014 • A separate consultation process for the play yard development will commence shortly with all stakeholders which will be coordinated by the OCDSB Facilities Department

  14. Wrap-up and Questions • A Residential Condition Assessment of the immediate neighbours will be conducted prior to the start of construction to support any damage claims due to the construction. Work is planned to start this summer • The contractor will work within the bylaws (work hours, noise, etc.) • There is a comment sheet provided for your input and suggestions.
