  1. USAF AIR TRAFFIC CONTROL STRATEGIC PLAN FOCUS 2000 AND BEYOND

  2. USAF AIR TRAFFIC CONTROL STRATEGIC PLAN VISION To remain the world leader in air traffic control services in support of the war-fighter. To continually improve our ability to lead United States Air Force aviation efforts into an effective Aerospace Force.

  3. USAF AIR TRAFFIC CONTROL STRATEGIC PLAN • OVERVIEW • Mission • Organization • Personnel • Equipment • Goal Timelines

  4. USAF AIR TRAFFIC CONTROL STRATEGIC PLAN • MISSION • Facilitate the launch and recovery of tactical and strategic aircraft supporting national objectives. • Differs from FAA • FAA strives to minimize risk • AF/DoD manages risk • Influenced by combat environment, technology, as well as national objectives

  5. USAF AIR TRAFFIC CONTROL STRATEGIC PLAN • ORGANIZATION • Ensure we have the right number of air traffic controllers to support the Expeditionary Aerospace Force concept and DPG guidance. • Must address: • CONUS/Overseas basing • Base by base air traffic services requirements review • Schoolhouse training requirements • MAJCOM/Air Staff staffing needs

  6. USAF AIR TRAFFIC CONTROL STRATEGIC PLAN • ORGANIZATION • Train as we fight • Required skills (tower/RAPCON/GCA/RFC, etc) • What’s needed in a combat environment/ what’s not • UTC make-up • Requires Total Force perspective

  7. USAF AIR TRAFFIC CONTROL STRATEGIC PLAN • PERSONNEL • Recruit - Train - Retain • Re-evaluate return on investment issues of the air traffic controller from BMTS through retirement • Reengineer air traffic control training to reflect advances in simulation and learning technology • Specialized training • Blue suit vs civilian

  8. USAF AIR TRAFFIC CONTROL STRATEGIC PLAN • PERSONNEL • Tailor air traffic control retention programs with emphasis on what skills are necessary to support the Aerospace Expeditionary Force • Evolve air traffic control operations and training to compliment advances in technology (air traffic control evolving to air traffic management)

  9. USAF AIR TRAFFIC CONTROL STRATEGIC PLAN • EQUIPMENT • Modernize fixed-based ATCALS to ensure ATC facilities can provide a level of service comparable to FAA and host nations; ensures locations are maintained to train controllers for contingency operations. • Modernize deployable ATCALS infrastructure to ensure an effective capability to support contingency operations. • Compatibility with fixed ATCALS a must (train as we fight) • Participate in research and development efforts to ensure warfighting requirements are addressed in all facets of air traffic control operations.
