Starting Point for MoRENet • High connectivity costs (leased lines, VSAT, ...) • Lack of common communication platform for the research and higher education institutions • Inadequate collaboration and knowledge exchange between academic institutions, research stations and private sector • Universities or research institutions have no access to international knowledge resources and academic networks • Inadequate institutional mechanisms and platforms for supporting development of common services and infrastructures • Universities and research institutions are investing in IT without common standards and definition of shared platforms and services • National backbone is not open for unrestricted competition and pricing of connectivity remains at no-sustainable levels Ministry of Science and Technology

MoRENet Vision To strengthen national human and institutional capacities and to accelerate socio-economic development of Mozambique by connecting national research and education institutions to global, regional and national knowledge resources and to strengthen institutional networks and partnerships between academia, research institutions and the private sector Ministry of Science and Technology

Objectives of the MoRENet • The primary objective of the Mozambique Research and Education Network is to integrate national research and tertiary institutions to one national broadband network and to offer high quality, economically sustainable services for participating institutions • More specific objectives include: • To establish a national network for interconnecting key scientific research and education institutions at national, regional and international levels • To provide a low cost communication platform with adequate bandwidth and high service level • To provide low cost access to international research networks and knowledge resources • To integrate Mozambican academia and research institutions with the private sector • To support replication, dissemination and scale up of local innovations and research results • To provide data center services for the participating institutions • To build a sustainable model for sharing of infrastructures and computing resources • To introduce common platform for knowledge management and exchange Ministry of Science and Technology

MoRENet Principles • Phased-out implementation following introduction of new services and infrastructures • Scalable solutions • Sharing of infrastructures and human resources • Collaboration between participating institutions • Efficient use of existing national infrastructures (e.g. TDM and EDM backbone, Government Electronic Network – GovNet) • Innovative use of modern technologies (e.g. Wireless hubs as last mile solutions) • High level of services (SLAs) • Financial, technological, institutional and social sustainability • Close collaboration between regional and international NRENs and partners Ministry of Science and Technology

Member Classification MoRENet has conducted a study of the service and capacity needs of the potential member institutions, resulting in a classification of institutions: • Class C: modest requirements for network capacity and services • Class B: medium level requirements for network capacity and services • Class A: high requirements for network capacity and services Ministry of Science and Technology

Classification of Connectivity • Class A: Maputo Gibabit Network (MagNet) • Fiber ring providing services to big universities and other institutions with high requirements • Class B & C: Maputo Wireless Network • Wireless network for remote institutions and small institutions in Maputo • Class A - C: Provincial Connectivity • Connecting provinces to Maputo • Wireless connectivity to local institutions Ministry of Science and Technology
