What is ESSA? • Every Student Succeeds Act (ESSA) signed in 2015 • A reauthorization of the 1965 Elementary and Secondary Education Act (ESEA) • Key insights from lessons learned from No Child Left Behind (NCLB) were provided • Some of the unworkable and prescriptive NCLB solutions were updated • Maintains a focus on equity for at risk populations and accountability for low-performing schools • Provides support for evidence-based interventions and local innovations Source: US Department of Education #INAdvisoryBoard @EducateIN

  17. Section 1009: Target-Assisted Programs This section of ESSA explicitly allows Title I to fund integrated student supports as part of the Targeted Assistance School program. Source: ESEA Statute §4108 #INAdvisoryBoard @EducateIN

Section 1009 in Indiana • Counselors, social workers, and other services may be funded through Title I in Targeted-Assisted programs. • Examples may include: professional service contracts with outside agencies, anti-bullying programs, and/or PBIS programs • These positions and programs must still serve only with identified students for the portion of salaries funded through Title I. Section 4108: Advocates to Support Safe and Healthy Schools “Establish learning environments and enhance students’ effective learning skills that are essential for school readiness and academic success, such as providing integrated systems of student support and family supports.” Source: ESEA Statute §4108 #INAdvisoryBoard @EducateIN

Section 4108 in Indiana • Multi-Tiered Systems of Support (MTSS) Framework provides an educationally equitable framework characterized by a continuum of evidence-based practices for academics, behavior, and social-emotional development • Family and Parent Engagement Activities are now required to be evidence-based when funded through Title I • Intentional planning for parents to provide input through Federal Programs Advisory Board #INAdvisoryBoard @EducateIN
