Short Description of the TR Case-1 • Title: Towards a National Cluster Policy: The Case of the East Marmara Automotive Cluster • The Motives to Study the Case of the East Marmara Automotive Cluster: • the pioneering sector of the Turkish economy in terms of exports and RDI capabilities • mainly located in the East Marmara Region (the centre of the Turkish automotive industry) • attempts with regard to stimulate the sectoral activities and strengthen governance mechanisms • Key Actors: companies, universities, R&D centers, automotive sector associations, and TÜBİTAK

Short Description of the TR Case-2 • Key Challenges in the cluster • Increasing the competitiveness by enhancing the R&D&I capacity further • better supply chain management (enhanced collaboration on R&D&I between OEMs and suppliers) • encouraging collaboration between universities and companies • cooperation on “pre-competitive” level • Main competitive advantages in the region for smart specialisation • geographical proximity to European markets and the largest consumer markets in Turkey • scientific and technological infrastructure to work with and to assist the automotive industry • presence of a well-educated workforce in various sub- and related sectors
Ambitions and strategic actions in the case in the coming year • Plans for new strategy development and new internationalisation • ongoing study to constitute the “Automotive R&D and Innovation Strategy” by TÜBİTAK • Interaction between government and cluster organisations • Automotive Technology Platform (OTEP) launched in 2008 with the adoption of İŞBAP project submitted to TÜBİTAK • Realizing targeted support mechanisms in accordance with OTEP studies and international conjuncture
