The case for change 40-70% of police detainees are under the influence of alcohol, peaking during evenings and weekends 90% of prisoners have a diagnosed mental health problem, and over a third of children and young people in custody. Some older prisoners have a physical health status of 10 years older than their contemporaries on the outside 40- 50% of prisoners are drug dependent. 24% inject. Over a third of children and young people accessing substance misuse services are from the youth justice system.

Liaison and Diversion Government commitment to make liaison and diversion schemes nationally available by 2014, subject to business case approval £19.4m investment for 2012/13 Develop process in police custody 101 members of new network comprising: 54 adult sites, of which 20 pathfinders will support evaluation study 2 new diversion schemes 31 youth justice sites (including six existing pilots) 10 police transfer early adopter sites 4 Community Safety Partnership / Drug Action Team sites

  9. Police and Health Partnerships Current model supports short-term healthcare of a detainee or victim and to enable a criminal investigation to proceed. Only stage in the adult criminal justice pathway where healthcare is not commissioned by the NHS. Has wide-spread support (including ACPO) due to the clear benefits of integrating the healthcare pathway across the criminal justice system and was a key Bradley recommendation.

  10. Police and Health Partnerships Voluntary approach agreed with Home Office whereby individual Police Forces opt into commissioning partnerships with local NHS. Supports Coalition’s localism agenda and introduction of Police and Crime Commissioners next year. Three waves of new partnerships until 2014. Responsibility then expected to formally transfer to NHS from next Spending Review. Ministerial approval received.

To reduce crime there is a need to tackle the underlying physical and mental health issues that can contribute to individuals offending Alcohol is a factor in an estimated 44% of violent crime Some evidence that A&E data sharing and targeted interventions can reduce alcohol related disorder by around ¼ Drug users are responsible for between 1/3 and 1/2 of acquisitive crime Treatment can cut the level of crime they commit by about half Over 90% of prisoners have one or more psychiatric disorders (including alcohol and drug dependence) Liaison and diversion schemes aim to increase the standard of care and support and link people to treatment and appropriate activities across the CJS and outside, where appropriate There is a clear link between certain health needs and offending behaviour Young people in the youth justice system have significantly higher levels of health needs than the general population and differing health needs to adult offenders Significant proportion of crime is committed by young and adult offenders who have substance misuse and/or mental health problems. Learning difficulties and disabilities also relevant factors There have been significant gains in the integrated delivery of health and criminal justice interventions and treatment 13

Building on what works: Multi Agency Working The Drug Interventions Programme showed how multi agency working is key to tackling health and crime reduction outcomes • OVERVIEW • DIP plugs the gaps between CJS and community and manages individuals into recovery journeys. • DIP repeatedly grips people as early as possible and at every opportunity. • It works alongside the CJS, complementing and not duplicating processes. Changes to the local landscape: Police Reform • From November 2012 directly elected Police and Crime Commissioners (PCCs) will ensure local police force is held to account by the community it serves. • As well as their core policing role, PCCs will have a remit to cut crime and will have commissioning powers and funding to enable them to do this. • Part of a package of Reforms: • Establishment of the National Crime Agency • New Police Professional Body • Winsor review, IT and procurement changes Home Secretary: “all of these reforms are fundamentally about increasing the police’s ability to fight crime” • Collective local leadership on crime, justice and community safety will be the key to cutting crime and improving outcomes for local people. • Reducing crime requires a strong health input on issues such as drug and alcohol dependence and mental health. By co-commissioning services effectively with Health agencies, all partners could work with those individuals that cause the most harm, and the most cost, to local communities. 15
